Pacific POPIN Workshop

RECOMMENDATIONS

The Workshop recommends:
  1. that national POPIN coordinating centres be established where they are not already in existence and that Pacific POPIN aim at expanding the network in the Region to include other ESCAP members and Associate countries in the Pacific;

  2. that governments formalise their commitment to Pacific POPIN through the signing of a Memorandum of Understanding (MOW) (see Annexure 1) which supports the aims and objectives of Pacific POPIN and endorses the formal recognition given to Pacific POPIN in the Port Vila Declaration. Each country MOU should be formalised by 1 August 1995; ,

  3. that the country representative to this Workshop be the interim coordinator for the national POPIN coordinating centre until notified otherwise through" the country MOU; (see Annexure 2);

  4. that the national POPIN Centre for each country be based in the location as indicated in Annexure 3, unless otherwise designated in the MOU;

  5. that seed funding be made available from UNFPA Regional funds for national POPIN activities on a case-by-case basis which will assist the establishment of and the ongoing activities of Pacific POPIN members;

  6. for purposes of continuity of the activities of national and regional Pacific POPIN centres, staff responsible should be retained wherever possible;.

  7. that an in-country network be formed to include representatives of all users and producers of population information eg. education, health and family planning, women, NGO's;

  8. that the national POPIN Coordinator be responsible for planning the activities of national POPIN for in-country networking on an annual basis e.g workshops, training courses etc. and that this plan be submitted to the Regional POPIN Coordinator one month before the beginning of each year;

  9. that national centres should seek funding for in-country activities through the national UNFPA country programes and that copies of funding proposals for other agencies be submitted to the Regional Pacific POPIN Coordinator;

  10. that the University of the South Pacific in its role as coordinator of the Pacific POPIN Network and based on feedback on the needs and priorities of the national POPIN centres, prepare plans and proposals for funding regional developmental activities for forwarding to UNFPA and/or other regional/international agencies in coordination with ESCAP, on behalf of the Network;

  11. that Users Surveys be undertaken by National POPIN coordinating centres using a standard form (Annexure 4) and that these surveys be completed by June 1996;

  12. that as a networking activity, national POPIN coordinating centres identify sources of population information within the country by sharing published lists with network members;

  13. that the PIC (Pacific Information Centre) Newsletter continue to be the medium of communication between all national coordinating centres and the regional centre and that national centres be asked to provide material for the newsletter on the following roster:
        
            June 1995 - Vanuatu
            September 1995 - Fiji
            December 1995 - Kiribati
            March 1996 - Cook Is
            June 1996 - Solomon Is
            September 1996 - Papua New Guinea
            December 1996 - Tuvalu
        
    In addition the Asia Pacific POPIN Bulletin and Southpac News, the newsletter of the UNFPA CST for the South Pacific be utilised by all national centres to create an awareness of Pacific POPIN;

  14. that the Regional POPIN Coordinator seek the approval of the University Extension (USPJ to permit access by the national POPIN Coordinator to the e-mail facility available at the USP Centers which will.facilitate communication;

  15. that national POPIN centres include activities to increase awareness of population issues through various means e.g. exhibitions, displays etc. in their national programmes;

  16. that the Directory of Population Experts, Research and Institutions be updated by Dec 1996;

  17. that UNFPA CST (Country Support Team) Experts and Population Experts with the South Pacific Commission be utilised at the request of Pacific POPIN, to provide advisory and practical assistance to the national POPIN centres when on mission;

  18. that Pacific POPIN utilise the information capabilities of national and regional information centres and organisations throughout the Region;
