Foreword

Photo of the President The type of society that Korea must strive toward in the twenty first century is one which is productive, mature, and affluent in terms of "quality of life." Furthermore, this type of society is also one in which quality rather than quantity will become more valuable in measuring productivity, and the degree of a nation's development will be evaluated by the level of people's quality of life.

Launched in 1971, the Korea Institute for Health and Social Affairs (KIHASA) is an independent research organization sponsored by the government. The Institute systematically fosters research in all areas related to health and welfa re policy issues, and through this research it contributes to social development in Korea. This institute not only produces comprehensive policy directions with regard to health care, health industry, social welfare for underprivileged groups, and social insurance, and but it also supports and operates diverse committees and task forces designated by the government. In keeping with these various functions and objectives, we would like to solidify our important role as a think-tank in Korea.

Your continued support of KIHASA will be invaluable to the success of the efforts of this institute as we attempt to help forge a brighter future for the Korean people. Thank you.

Ha-Cheong Yeon, Ph.D.
