Trends in Health Status, Services and Finances in Central and Eastern Europe

This cross-national study of ten countries provides empirical evidence of the 

trends in health status, health services and health care financing 

in countries which have undergone transitions to a market economy in Central 

and Eastern Europe during the 1990s. It validates and expands on many of the 

early hypotheses formulated in a previous article by Preker and Feachem 

(1994).**



The decline in life expectancy alongside increasing income levels observed 

across Central and Eastern Europe (CEE) is inconsistent with the usual  

positive correlation between these two variables. Although this appears to be 

an inherited trait from the former socialist era, this cross-national study 

considers an empirical exploration of a variety of such trends in health 

status that have significant implications for policy makers in the transition 

economies (emerging patterns in crude death rates, infant mortality rates, 

immunization rates, standardized death rates, lifestyle patterns such as 

smoking, and alcohol consumption).



In many countries, economic transition has led to a significant reduction in 

real resources devoted to the health sector (a drop in recurrent expenditure 

on salaries, drugs and other consumables as well as a drop in capital 

investments). Yet, few countries have successfully downsized their health 

sectors or reallocated health spending in line with their diminished financial 

resources. Even in countries which increased health care expenditures from 

five to seven percent of GDP through the introduction of payroll-based labor 

taxes, existing data do not indicate that the additional resources have been 

used in an efficient way, or that they have led to improved quality care.



The study revealed significant new information about health status and the 

health sector which could not have been obtained without a proper 

cross-national study.  However, the sample size was too small and the 

selection of countries too biased for regression analyses and identification 

of the determinants of the observed changes and trends in health status and 

health services. In order to strengthen the objective criteria for influencing 

policies and implementing changes in the World Bank's client countries, there 

is an urgent need for a more systematic approach to data collection and 

operational research in these countries, supported by the World Bank and the 

various international agencies.

theme of the Society for Nutrition Education's (SNE) 30th Annual Meeting,

THEME: SUSTAINABLE CONTROL OF VITAMIN A DEFICIENCY: DEFINING PROGRESS

The XVIII IVACG Meeting will be held from 22-26 September 1997 in Cairo, 

Egypt. 



The program will include invited presentations on the meeting theme.

The publication, "STRATEGIES FOR PROMOTING VITAMIN A PRODUCTION, CONSUMPTION, 

AND SUPPLEMENTATION: FOUR CASE STUDIES" presents experiences from four 

projects in Niger, Indonesia, and the Philippines which reflect the critical 

importance of behavior change to achieve success in reducing and

eliminating vitamin A deficiency. 



These case studies were compiled by USAID's Nutrition Communication

Project (NCP) and Communication and Marketing for Child Survival

Project, both managed by the Academy for Educational Development. The

USAID Opportunities for Micronutrient Interventions (OMNI) Project,

The Academy for Educational Development (AED), Washington D.C.



The person occupying this position will be responsible for providing

technical services and managing communication activities being carried

out in Africa under the Johns Hopkins University Population

Communications Services (PCS) Project.



Specific responsibilities include: 

--Providing technical guidance on population and health programs in IEC

and social marketing, backstop project field staff, and recruit consultants

for technical assistance.

--Providing technical assistance in the population and reproductive health

fields:  develop IEC materials, design and conduct training; provide

consulting on communications planning, implementation and evaluation.

The Task Force for Child Survival and Development invites applications for the 

position of Director of Programs. The Director of Programs provides oversight 

to the Programs of the Task Force, is responsible for the management of the 

financial system of the Task Force, and works closely with the Associate 

Director for Support Services on administrative issues. The Director of 

Programs serves as the primary contact between the Task Force and its
