Autonomy package explained 14

This is the last in a series of features about the autonomy package we plan to publish in the STT. In these articles we will try to explain that package to you. We have already covered articles 1-58 of the package. UNAMET does not support or reject the autonomy package. Only UNAMET is responsible for explaining the package to you, according to the agreements signed in New York. The only ones who can decide if this package is right for you is YOU. We are explaining the package, so that you - the People of East Timor - can better understand the choices you are being asked to make.

PART TEN

TRANSITIONAL PROVISIONS

Article 59

The following provisions shall be in effect during the time between the entry into force of this agreement and the election and assumption of office by the Regional Council of People's Representatives of the SARET and the Government of the SARET:

a. There shall be a broadly representative Transition Council, composed of no more than 25 persons of East Timorese identity, whose members shall be appointed by the United Nations Secretary-General in consultation with relevant individuals and groups within the SARET and with the Government of Indonesia.

b. The Transitional Council can enact regional laws and regulations for the election of the first Regional Council of People's Representatives of the SARET and for such subjects as may be agreed upon by the parties to this Agreement in accordance with existing laws, while maintaining the smooth functioning of the general administration, public services and public order.

c. The Secretary-General of the United Nations, the Government of Indonesia and the Transitional Council shall engage in consultations to ensure the effective implementation of this Agreement, and the smooth and peaceful process of transition in the SARET.

d. The Secretary-General of the United Nations, the Government of Indonesia an the Transitional Council shall establish a working group that will address transitional security arrangements. (59)If East Timor chooses autonomy, in the time between the popular consultation and the coming to power of the East Timor Regional Council of People's Representatives, a Transitional Council will be appointed by the United Nations Secretary-General. Before appointing this temporary Council he will speak about the Council with people in East Timor autonomous region and with the Indonesian Government. The Council will have no more than 25 people on it, who will all be East Timorese and will be chosen so to represent East Timorese people. The Transitional Council can make laws for the election of the first East Timor Regional Council of People's Representatives, and for other matters that Indonesia, Portugal and the United Nations agree on. The Transitional Council must make sure that Smooth working of administration, public services and public order continues.

The United Nations Secretary-General, Indonesia and the Transitional Council shall meet to make sure that the things described in the autonomy package happen, and to make sure there is a peaceful change from East Timor Province to East Timor autonomous region.

If East Timor chooses autonomy, a special group made up of the United Nations, Indonesia and the Transitional Council will work on security arrangements for the period between the consultation and the beginning of the autonomous region Government.
