Mr. Martin has a distinguished
career spanning three decades.
He has held important and difficult responsibilities in United Nations
operations in conflict areas. These have included Special Adviser
on Field Operations to the High Commissioner for Human Rights (February
to August 1998), Chief of the United Nations Human Rights Field Operation
in Rwanda (October 1995 to September 1996) and Deputy Executive Director,
OAS/UN International Civilian Mission in Haiti (April to December
1993 and December 1994 to July 1995). Prior to assuming his UNAMET
assignment, he served as Deputy High Representative for Human Rights
in Bosnia and Herzegovina.
Mr. Martin also brings with him extensive
and rich experience from his work with various national and international
non-governmental organizations in the fields of human rights, community
relations and immigrant welfare.

Mr. Marker was appointed Ambassador of Pakistan
in 1965, and has since served continuously abroad in that capacity
in Ghana, Romania, U.S.S.R., Canada, German Democratic Republic, Japan,
Federal German Republic, France, and the United States of America,
with concurrent accreditation to a further nine countries (Guinea,
Mali, Bulgaria, Finland, Guyana, Trinidad and Tobago, Iceland, Ireland,
and Jamaica). From 1979 to 1980 he was Ambassador and Permanent Representative
of Pakistan to the United Nations Office at Geneva. In 1982 he became
Permanent Representative of Pakistan to UNESCO, Paris. From September
1990 to March 1995 he served as Ambassador and Permanent Representative
of Pakistan to the United Nations, New York.
He served as Chairman of the Group of 77
for 1992. He led negotiations on behalf of the Group of 77 at the
United Nations Conference on Environment and Development (UNCED)
in Rio de Janeiro, June 1992. He served on the Security Council
in January 1993 and was President of the Security Council in April
1993.
