1.
A letter to the SG requesting administrative review of the decision in question. A copy of the letter shall also be simultaneously sent to the executive head of your department, office, fund or programme.

2.
SG responds to the request

Within one month [from the date of receipt of the request] for staff stationed in New York or two months for staff stationed elsewhere (SR 111.2 (a) (ii)). |

Appeal to the JAB against the SG's response

Appeal to the JAB against the original decision, if no response from the SG

4.
JAB Secretariat forwards the appeal to the Respondent for a reply.

5.
The Respondent files a reply to the appeal

Within 2 months from the date of receipt of the appeal statement from the JAB Secretariat (SR 111.2 (g)) unless granted an extension. |
6.
Optional: Staff member files a request with the JAB Secretariat for suspension of action on the decision in question

Anytime after submitting a request for administrative review but before the decision in question has been implemented (SR 111.2 (c)). |
7.
Optional: Staff member files a request with the JAB Secretariat for conciliation of the issues involved

JAB Secretariat forwards the Respondent's Reply to the Appellant for comment

Optional: Appellant files Observations on the Respondent's Reply.

JAB Secretariat assigns an appeal case to one of its Legal Officers (Panel Secretaries)

No time-limits but normally as soon as all key written submissions, including Appellant's Observations, have been received subject to the caseload of the Panel Secretaries on board. |
13.
JAB Secretariat proposes a Panel to the parties to consider the appeal case in question

No time-limits but normally as soon as the Panel Secretary prepares a summary of the facts and of the parties' contentions and pleas subject to the caseload and availability of JAB Members. |
14.
The JAB Panel reviews the case.
|
No specific time-limits. The Panel shall act with maximum dispatch consistent with a fair review of the issues before it (SR 111.2 (m)). |
15.
The JAB Panel adopts its report.
|
Within one month following completion of the review of the case (SR 111.2 (n)). |
16.
The JAB Secretariat forwards the JAB Panel's report to the SG and informs the Appellant accordingly.

No time-limits but normally within 5 working days from the adoption. |
17a.
SG makes a decision on the JAB Panel report and communicates his decision to the Appellant together with a copy of the JAB Panel report.

Normally within one month from the date of receipt of the report (SR 111.2 (p)). |
17b.
SG provides a copy of the decision and of the JAB Panel report to the designated officer of the staff representative body at the duty station at which the JAB is established unless the staff member objects.

No time-limits but normally after a reasonable time given to the Appellant to send in his/her objections. |
18.
Optional: Appellant requests the JAB Secretariat for a copy of the JAB Panel report if he/she does not receive a decision of the SG on the report within the established time-limits.

As soon as possible after the one month for the SG's decision has elapsed without any decision. |
19.
Optional: The Appellant files an application with the United Nations Administrative Tribunal against the original decision if no SG's decision on the JAB Panel report or against the SG's decision on the JAB Panel report.

Generally within 90 days from receipt of the SG's decision on the JAB Panel report or from the expiration of the established time-limits for the SG's decision subject to general receivability conditions as stipulated in paragraphs 1 to 7 of Article 7 of the UNAT Statute. |
