PURPOSE AND CONDITIONS GOVERNING
THE ICTR INTERNSHIP PROGRAMME
1. General Purpose of the Internship Programme.
The ICTR Internship Programme is designed to promote among the participants a better understanding of the functions and work of the Tribunal, while at the same time providing the Tribunal with the assistance of outstanding young graduates or senior students within relevant fields such as international humanitarian and criminal law, crimes against women, criminal investigations, judicial support, information and press, etc.
2. Eligibility Criteria
Preference will be given to the following applicants;
- graduates holding a university degree in law or political science with emphasis in the field of international humanitarian law/human rights/international criminal law/communications and information/other related subjects, or
- students who are in the final stage of their graduate studies, having completed at least three years of university studies and specialised in any of the subjects mentioned above.
Applicants must state clearly and precisely their particular field of interest and/or submit a topic for a thesis or paper within the fields indicated above.
In principle, applicants should not be over 35 years of age.
Applicants must be proficient in English and/or French. Knowledge of other languages, particularly Kiniarwanda or Swahili, would be an asset.
Advanced computer skills are not required, but applicants with training and experience in the use of personal computers will be preferred.
Participants in the Internship Programme will be selected from among applicants who are able to work at the ICTR for a period of at least four months.
3. Conditions of Internship
Interns are not in any respect considered as officials or staff members of the United Nations. Accordingly, interns are not paid, remunerated or insured by the United Nations, and are not entitled to enjoy the privileges and immunities provided in the Convention on the Privileges and Immunities of the United Nations of 13 February 1946.
Interns are, however, working under the instructions of UN staff members and are expected to carry out the duties assigned to them under the same working rules and obligations as those applicable to regular staff members. During the internship, the intern shall not seek nor accept instructions regarding his or her functions from any Government or from any authority external to the International Tribunal. Interns must, in particular, keep confidential any and all unpublished information made known during the course of the internship, and not publish any reports or papers on the basis of information obtained as an intern, except with the authorization of the United Nations. For this purpose, each intern must sign a declaration of acceptance and undertaking before the beginning of the assignment. Breach of these conditions may result in immediate discharge and relegation from the Tribunal.
Acquisition of necessary visas, travel costs, inoculations, living expenses and living accommodations are exclusively the responsibility of the intern.
The United Nations accepts no responsibility for costs arising from accidents and/or illness incurred by the intern during the internship. The intern is therefore required to produce evidence, before commencement of his or her assignment, of being fully insured for life and health, including costs pertaining to illness, accidents and repatriation throughout the entire internship period. The intern will provide notice in case of illness or other unforeseen circumstances, which might prevent him or her from completing the internship.
There is no expectancy of employment by the United Nations at the end of the internship. The intern cannot be employed in a regular position with the ICTR during the period of internship and the six months period immediately following the expiration thereof.
The Tribunal will, to the extent possible, provide the intern with office space and regular office facilities. At the end of the internship, the intern will complete a report on his or her assignment to be included in his/her file with the ICTR and to be forwarded to the sponsoring institution or organization. The intern is obliged to return all keys, ID-cards, radio, radio-equipment and other UN belongings to the Internship Co-ordinator on the last day of internship.
4. Application Procedure
Applicants should submit a duly completed application form with Part II filled out by the Dean of Graduate School or the nominating institution . A resume, certified copy of diplomas or grade transcripts, a list of courses taken and, if available, a brief sample of research work in English or French, should accompany the application. Applicants should also clearly indicate the purpose and intended length of the internship.
The application form should be sent in duplicate to the Tribunal at least two months before the internship.
Applicants are selected by the Registrar according to their documented skills and their availability in time.
