
The United Nations Conference on the Establishment of an International Criminal Court held three meetings this morning.
The Committee of the Whole heard a report of the Working Group on General Principles of Criminal Law, and decided to refer six articles to the Drafting Committee, including a provision on irrelevance of official position. The Committee of the Whole then continued its consideration of the jurisdiction issues, which is being taken up under three clusters. This morning the Committee concluded examination of the question of jurisdiction at the initiative of States only, and began examining the question of jurisdiction at the initiative of the Prosecutor. It will continue to hear views to that issue this afternoon, and it will then move to third cluster, jurisdiction at the initiative of the Security Council. The Committee of the Whole has a night meeting scheduled for today.
The Drafting Committee also met this morning to finalize language contained in provisions of eight articles which were referred to it by the Committee of the Whole last week.
The third meeting this morning was held by the Working Group on Procedural Matters, which is considering part 5 of the draft statute (articles 54 to 61).
