This morning the Working Group on Procedural Matters continued discussion of Part 6, on Appeal and Review. The discussion was focussed on article 82 (Proceedings on appeal) in the context of the enforcement of the death penalty.

This afternoon the Committee of the Whole heard several reports from working groups on the composition and administration of the Court, Assembly of States Parties, respectively. Following the Committee's meeting the working group on procedural matters is scheduled to meet. Most of the meetings as the Conference enters its fourth week, however, are informal meetings on particularly contentious issues, including those under article 5 of the draft Statute, on crimes within the jurisdiction of the Court.

Also this morning, the Italian delegation gave a press conference to assess the progress made so far. Describing the atmosphere as positive, they stressed the need to intensify the negotiations, and said that political decisions will have to be made in the next days. They also stressed that in no way they would accept a second round of the Conference. Italy wants the Conference to respond to the mandate of the General Assembly; the idea of delaying to a later stage finalizing the Statute is an idea "we cannot even consider", a member of the delegation stated.
