The Committee of the Whole will meet this afternoon to consider the report of the Working Group on International Cooperation and Judicial Assistance.  Among the several working groups meetings this morning, the Working Group on General Principles of Criminal Law continued consideration of Part 3.  A major focus of attention was article 31 on grounds for excluding criminal responsibility, including mental disease, intoxication (by alcohol, drugs and other means) and acts to defend yourself or another person, which are essential for accomplishing a military mission.   The Working Group on Enforcement also met and considered Part 10 of the draft statute.  Among the issues discussed was the question of enforcement  of fines.  It was noted by one delegation that the question of fines is referred to in at least five articles of the statute and that the Conference was to decide on where to address it.    The Conference is now conducting its work in five working groups and through informal consultations.
