
Delegates met in working groups and informal meetings. Yesterday
the Working Group on Penalties continued its consideration of Part 7, on
that question. The discussion focused on the death penalty, with
Sweden speaking strongly against it and stressing that it is inhumane and
irrevocable, and life imprisonment, with some countries stating that it
was contrary to the provisions of the Universal Declaration of Human Rights.
The issue of fines imposed in addition to sentences was also discussed.
It was stressed that fines could be additional to penalties but not as
a separate penalty. Another controversial issue was that of reparation
to victims and the possible creation of a fund for the benefit of victims
of crimes and the administration of the fund.
For today, there were seven informal meetings scheduled, from 10 a.m.
to 8:30 p.m. on a range of topics, including crimes against humanity and
war crimes. This afternoon the working groups on penalties, composition
and administration of the court and enforcement will meet. The Committee
of the Whole is expected to meet again towards the end of the week to hear
working groups' reports.
