PLENARY
The SecretaryGeneral of the United Nations, Mr. Kofi Annan, opened the Conference and made a statement.
The President of the Republic of Italy, Mr. Oscar Luigi Scalfaro, made a statement.
The Conference elected Mr. Giovanni Conso (Italy) as President. The President made a statement.
The Director General of the Food and Agriculture Organization of the United Nations, Jacques Diouf, made a statement.
The Conference adopted its Rules of Procedure and elected 31 VicePresidents: Algeria, Austria, Bangladesh, Burkina Faso, China, Chile Colombia, Costa Rica, Egypt, France, Gabon, Germany, India, Iran, Japan, Kenya, Latvia, Malawi, Nepal, Nigeria, Pakistan, Russian Federation, Samoa, Slovakia, Sweden, The former Yugoslav Republic of Macedonia, Trinidad and Tobago, United States, United Kingdom, United Republic of Tanzania and Uruguay.
The Conference elected Mr. Philippe Kirsch (Canada) as Chairman of the Committee of the Whole and Mr. Cherif Bassiouni (Egypt) as Chairman of the Drafting Committee.
The Conference appointed the following countries as members of the Credentials Committee: Argentina, Barbados, Bhutan, China, Côte d'Ivoire, Norway, Russian Federation, United States and Zambia.
The Conference adopted its organization of work.
General statements were made by Australia, South Africa, Norway, Bangladesh, Trinidad and Tobago, the United Kingdom (on behalf of the European Union and associated countries), Japan, Venezuela, Sweden, Canada, Lesotho, Mexico, Malawi, Egypt, the Republic of Korea and Slovenia.
Statements were made by the Agency for Cultural and Technical Cooperation, the United Nations High Commissioner for Human Rights and the International Law Commission.
Statements were also made by nongovernmental organizations.
GENERAL COMMITTEE
The General Committee held a meeting and recommended to the Conference its organization of work and the appointment of other members of the Drafting Committee.
