The Open-ended Working Group on Security Council reform met
today with Mr. Holkeri presiding over its third meeting. The
focus on the meeting was on discussing the veto as a voting
instrument on the Council' s work. In his opening remarks,
the President noted that while there has been some progress
and improvements in the working methods of the Security Council,
a lot still remains to be accomplished. The President added
that he hopes to count on the active participation and willingness
by the membership to move forward on the issue. The full text
