Biographical Notes

Ms. Patricia X. Arriagada Villouta (Chile) - Chair

 

Lawyer, graduate of the Universidad de Chile, with extensive experience in administrative law, audits, special investigations and IT management, of projects and organizational. Specialist in anticorruption issues as demonstrated through the performance of various duties at the Office of the Comptroller General of the Republic of Chile and with international organizations. Currently she acts as a consultant and also as an advisory to the Centre of International Studies of the Catholic University from Chile.

In the course of her career in the Office of the Comptroller-General her duties had included those of Chief of the Municipalities and Administrative Audit Divisions, managing audits ranging from human resources to the environment. In addition, Ms. Arriagada had been in charge of financial statements audits as well as compliance, projects and programme audits, with responsibilities over several work teams and units appointed from the staff of 150.

Ms. Arriagada has also managed institutional reform processes, particularly concerning audit systems, risk matrices and strategic and operational planning. These varied duties had involved interaction with public institutions, firms and universities as well as appearances at hearings of commissions of the National Congress and before international forums as an expert on anti-corruption conventions (Inter-American and United Nations), where she was called upon to evaluate compliance with those conventions in the cases of Dominica, Ecuador and Venezuela.

In conjunction with organized civil society and private audit companies, she created guidelines for disaster audits for private audit firms. Ms. Arriagada has led consulting collaborations with Supreme Audit Institution programs such as the Integrated Control Audits System (SICA) developed by the Comptroller of Chile. She also serves as the Executive Director of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS).

She participated as a member of the Consultative/Advisory group for the IPSAS Board-IPSASB-CAG during the year 2016. Ms. Arriagada is a Governor of the Board of Governors of the International Anti-Corruption Academy-IACA since 2015 to the present.
