Capital Master Plan

The Capital Master Plan (CMP) is the name given to the project to renovate the United Nations Headquarters complex in New York. The costs of the CMP are apportioned among Member States.

In December 2000, the General Assembly authorized the Secretary-General, without prejudice to a final decision by the General Assembly on the issue, to proceed with the preparation of a comprehensive design plan and detailed cost analysis for the capital master plan, and decided to appropriate an amount of 8 million dollars under the regular budget (resolution 55/238).

In December 2002, the General Assembly decided that a special account for the capital master plan should be established (resolution 57/292).  By the same resolution, the General Assembly approved funding for the capital master plan, with additional funding approved in subsequent periods (resolutions 59/295, 60/248, 60/256 and 60/282). 

In 2006, General Assembly resolution 61/251 approved the capital master plan project to be completed from 2006 to 2014, at a total revised project budget not to exceed 1,876.7 million United States dollars (exclusive of any credit facility fees).

  • Resolution 61/251 set out arrangements for financing the remainder of the project. Under this resolution, Member States choose to be assessed either through a one-time payment, based on their share of 1,716.7 million dollars, or equal multi-year payments over five years, in accordance with the regular budget rates of assessment applicable for 2007 using the scale of assessments for the period 2007–2009.
  • A working capital reserve of 45 million dollars was also established with advances to be made in accordance with the regular budget rates of assessment applicable for 2007 in the scale of assessments for the period 2007–2009.

In 2007, by its resolution 62/87, the General Assembly approved an accelerated strategy for the completion of the CMP by 2013.
