A/60/420 15.The Advisory Committee notes that at the request of the Security Council the Secretary-General has designated, as an exceptional arrangement, a High Representative for the Elections in Côte d’Ivoire, whose office is autonomous of the mission. The Advisory Committee was informed that the staff and other expenses of the Office of the High Representative are funded through the United Nations Development Programme (UNDP). The Committee understands that, in addition, a number of electoral experts will also be provided by UNDP for this office; however, it is unclear how these new positions will affect the requirements of UNOCI. The Advisory Committee requests UNOCI to coordinate closely with the Office of the High Representative to avoid duplications between their spheres of activity. 2005
A/60/536 35.In a general matter relating to the planned deployment of personnel in support of the elections, the Advisory Committee recalls that, in its report on the revised budget of MONUC for 2004/05, it had expressed the opinion that the Mission should take a phased approach towards electoral assistance (A/59/735, para. 33). The Committee notes, however, from the supplementary information provided to it, that the full deployment of 507 additional personnel in support of the elections is planned for 30 November 2005, with the number going down to 210 for the final two months of the financial period. This plan does not, in the Committee’s view, constitute a "phased" deployment. Surely, election-related activities will build to a peak and then taper off. The Committee believes that the Mission would be better served by hiring such personnel in stages as the need arises rather than all at once, using personnel already on board flexibly to cover any deficiencies in staffing for the election period.

36. In the view of the Committee, all personnel hired for activities directly related to the elections should be on temporary positions.

For example, given the strong presence of United Nations agencies, funds and programmes in Timor-Lester, care should be taken to avoid duplicating functions and structures that already exist within the country team. The Committee recommends that the proposed budget for 2007/08 make clear the arrangements for coordination and cooperation between the United Nations country team and the mission. Furthermore, the possibility that both presidential and parliamentary elections may be concluded by the end of the financial period should be taken into account in planning for future staffing and structures. 2007
