A/56/7/Add.11 9. The Advisory Committee trusts that necessary measures will be taken to reduce the cost of translation/revision, through, inter alia, increased use of contractual arrangements. The use of contractual arrangements should also, in the view of the Committee, bring about savings in general operating expenses, including computers and other equipment maintenance costs and related supplies, now estimated at $314,400 (see A/C.5/56/42, para.19). The Committee stresses, however, that measures need to be taken to ensure that the use of contractual services does not negatively affect the quality of documentation for the Counter-Terrorism Committee. 2002
A/56/7/Add.11 10. The Advisory Committee recommends that the General Assembly invite the Security Council to ensure that the proceedings of the Counter-Terrorism Committee and other subsidiary bodies of the Council that require conference servicing are conducted with due regard to the most efficient use of conference-servicing resources. To this end, the Security Council may wish to consider the merits of establishing appropriate guidelines for, inter alia, the format and , to the extent feasible and acceptable, the volume of communications that all States are requested to submit in their reports for consideration by the Counter-Terrorism Committee. 2002

A/60/7/Add.31 6. The Advisory Committee also notes that the consolidated statement submitted by the Secretary-General is based on the assumption that the General Assembly will decide to make an exception to the application of the procedures for the use and operation of the contingency fund as regards the revised estimates relating to the 2005 World Summit Outcome (see A/60/537). The Committee has discussed this matter in its report on the revised estimates, in which it presented options for consideration by the Assembly (see A/60/7/Add.13, paras. 66 and 67). In the opinion of the Committee, the Secretary-General should have made reference to the possibility that the General Assembly might decide to maintain the existing procedure. In this connection, the Committee recalls paragraph 9 of annex I to General Assembly resolution 41/213 of 19 December 1986 and paragraphs 3 and 6 of section C of the annex to Assembly resolution 42/211 concerning the need to provide indications of alternatives should the amount in the contingency fund be insufficient to cover the total financial implications contained in the statements of programme budget implications and revised estimates. The Committee underscores the need for the full implementation of these provisions. 2005
