A/54/841 24. The Advisory Committee notes that the number of mission appointees varies widely, from 70 per cent in UNMIBH to 6 per cent in UNIKOM. Upon request, the Committee was informed that the number or proportion of mission appointees was likely to vary from one mission to the next depending on the mandate of the mission. Missions with more complicated or specific mandates, as compared with the more traditional peacekeeping operations, such as the established missions, are more likely to hire a larger proportion of mission appointees. Missions such as UNMIK and MINURSO have a much higher proportion of mission appointees in the substantive areas because staff with the required qualifications are not readily available in such areas as public information, humanitarian assistance, human rights and political affairs within the United Nations system, and the Secretariat therefore often has to resort to outside recruitment. The Committee was provided with information, shown in table 4, on the percentage of Professional staff who are classified as mission appointees for the period from 1 July 2000 to 30 June 2001.
