It gives me a great pleasure to open my expressing thankfulness to the government and
people of Portugal for the call for this important gathering and crucial conference which
groups youth and other concerned institutions from al over the world to discuss the problerns
facing youth and work out exemplary programmes for guiding thern. I would like to express
mv gratitude to the UN which exercises everlasting efforts for the benefits of youth. One of
the fruits of these efforts is, of course., this unique international youth conference.
I would like to extend my many thanks to the Secretary, General of the conference for his kind invitation.
Sudan vouth is the greater sector within the population of this huge country. It represents 70% of the total population of the Sudan arnounting: to 28 million.
The Sudan is surrounded by nine Arab and African countries with different environments. cultures. values. religions etc.. which contribute to the fonnation of a unique Sudanese youth. In order to interact., cooperate with this diversity. the Sudanese vouth Must be flexible and aware of his goals as well as the goals of his neighbors for respecting the neighbors rights and aims are among our Islamic doctrine deeply rooted in the Sudanese youth. This relgious and moral commitment of respecting neighbours has created noble values In the Sudanese vouth and made his aware of his message of bettennent of his surroundings and his abilitv to renovate his life and to erect new society based on hurnan values of freedom, equality, cooperation, justice and dignity. Our youth is able, by its faith. values and efforts, to rebuild its country and perform the Sudan Cultural renaissance which is the ultimate goal of the national Comprehensive Strategy Programme.
Out strategv for youth rearing and promotion is built on sorne dimensions to satisfy the required objectives set in the Comprehensive Strategy. This strategy based within other factors and realities, on:
Sudan is a country of youth. They represent the greatest percentage of the total population, Sudanese youth have played important roles in the past and present of the Sudan. Therefore, we highly depend on their efforts, noble values and capacity and commitment to develop their Country which can be presented in three dimensions,
Cultural dimension: to confirm the originality of the Sudanese distinguished personality.
Struggle dimension: which completes the freedorn of man and theCountry.
Development dimension promotion and development is the Cultural. social. economical domains, etc. for all the Sudanese nation in order to attain securitv. social stabilitv, solidarity.
*Equip Our youth with the requirements of the coming era and qualify it in Such a way that it can achieve and perform its expected duties.
*Our strategy for youth derived from the Afro-Arab Islamici culture Of the Sudan and its human values respecting human rights and dignity and confirming its role in earth.
*We think that vouth rearing must not be restricted or limited to activities directed to their spare time, can play a decisive role in developing their societies, Spare tirne must be managed for useful activities to the society as a whole.
*Out commitment to plant and fix the noble values in our youth and activate its efforts to play its role in the Comprehensive Strategy.
In Our planning for youth activities, we put in consideration some essential principles Such as
1) Human values of youth activities: development of rights and duties practice.
2) Educational principles associated to patriotism and cultural orientation.
3) democratic principles based upon scientific methods of thinking
4) Scientific principle based upon scientific methods of thinking.
5) Labour respecting principle: to confirm and raise the values of labour. for man is respectful by virtue of labour.
6) Education for life:llife is a divine gift that should be preserved and spent in a useful way
7) Wholistic and cooperative view: youth formation and activities must be directed to serve all the nation In rural and urban areas.
8) Democracy, and discussion: to link and relate old generation with Youth for the benefit of all the nation.
Rearing, of youth is a public interest. This responsibility is lying on the state as well as the non-government or organizations. youth, associations. families and individuals.
Our main objective is to translate the afore-said principles and direction into applicable programmes.
Some of Our Strategies Concerning Youth:
1) To form a Sudanese Youth qualified to achieve his national goals and ready to answer its future requirernents.
2) Unification of Sudanese vouth associations: student. cultural.artistic. political. sportive. etc. in a greater association.
3) Realization of effective presence of the Sudanese youth in the regional and international vouth rneetings and associations.
4) To care for vouth specially talented. displaced and handicapped.
The effectiveness of youth activities requires plans made in cooperation with youth thernselves. These plans should contain the following fields
1) Cultural:
Religious and cultural orientation to empower vouth with the tools of logic thinking and cultural production.
2) Aesthetics:
To make vouth capable of artistic and literary, production.
3) Scientific:
To encourage youth production in the field of technology.
4) Public Social Service:
This domain will enable our youth to serve its society in participating in economical. social and cultural development.
5) Tourism:
Our aim from this dornain is to motivate youth to explore the people and the nature of Sudan.In our path to execute and perforrn our strate or for youth., we have set forth a longprogramme. In the first phase - 3 years - we will:
1) Complete the structure of youth orgarnization by establishing specialized youth associations such as cultural, artistic, sportive. scientific etc.
2) Adult education campaigns.
3) Youth is an essential sector in the Sudanese political systerm.
4) Institution of cultural and artistic programme such as cinema, theatre, photographing, etc.
5) Publishing of newspapers and magazines and participating in the editing of national press.
6) Conferences and lectures on political.. religious, social and cultural education.
7) Rehabilitation programmes such as reads repairing, floods control.. harvesting, school building ... etc.
8) Environment conservation.
9) Tourism
10) Sport Prograrnmes.
For the performance of these programmes the govemment has legislated many laws i addition to a Ministry for Youth and Sports. Furthemore. the government has established a Higher Council for Youth and Sports with a separate budget.
Youth has becorne an essential part in the political system of the Sudan and have their representatives in the National Assembly "'Legislative
Council" as well as in the executive power .The government has also dealt with the pressing problems of youth such as ahousing, creating jobs, marriage, higher education,etc.We are convinced that the real development is the development of human resources.Thus we have paid more attention to the education, training and qualification of youth to prepare them for their important role in the cultural renaissance.
Our youth (males and females) have commenced to play its deened role in the social development of the Sudan. They have successfuly participated in the social and rehabilitation programmes in all the domains of as stated above and specially in restoring and rehabilinting displaced and war victims social life
