Official delegations from Member States and international organizations

The Conference, which is organized as an open session of the United Nations Committee on the Peaceful Uses of Outer Space, is open to all Member States of the United Nations. Invitations have been sent to all Governments through their Permanent Missions to the United Nations and the official delegation will be nominated by respective national authority (Ministry of Foreign Affairs or equivalent).

Official invitations have also been sent to international organizations having permanent observer status with the General Assembly or the Committee, as well as other international organizations listed by the Preparatory Committee at its 1998 session. The names of the members of the official delegations should be communicated to the Executive Secretariat by the Governments or international organizations invited to the conference. The registration forms for the official delegates will be available at the registration desk at the conference site upon their arrival.

Participation of national organizations and space-related industries

As agreed by the Preparatory Committee, national organizations, including space-related industries, should be invited through their respective Governments. Representatives of the national organizations and industries should obtain registration forms from the Ministries of Foreign Affairs or equivalent of their Governments. Completed forms should be returned to the Executive Secretariat through the Governments no later than three weeks before the conference.

Participants of the Technical Forum

Those who wish to participate in activities of the Technical Forum (forums, panels, seminars, workshops, etc.) should contact the respective coordinators of those activities to receive invitations. The contact addresses are available at this homepage in the section about Technical Forum. Upon the receipt of invitations, registration forms will be provided by the coordinators. In order to avoid unnecessary delays in the registration, only one activity of the forum, should be indicated in the registration form. However, all activities of the Technical Forum will be open to all registered participants of the conference. Completed forms should be returned to the executive secretariat through the coordinators no later than three weeks before the conference.

Exhibitors

Access of participants to the Conference premises

Participants will be issued grounds passes (for access to the Conference premises and identification) at the registration counter in the main entrance hall of the Austria Center Vienna, which will be open during the following periods:

Persons planning to attend UNISPACE III who will also be attending the Special Environmental Symposium to be held jointly by the International Astronomical Union, the Committee on Space Research and the International Union of Radio Science from 12 to 16 July 1999 or the forty-second session of the Committee on the Peaceful Uses of Outer Space, to be held from 14 to 16 July 1999, may register early for the Conference in the rotunda (Building C) of the VIC during the following periods:

Admission to the Conference premises (the Austria Center Vienna and the VIC) will require, except in the case of the space exhibition, the presentation of appropriate grounds passes. All participants in the Conference (members of official delegations of Member States, representatives of organizations in the United Nations system, observers for other international organizations, non-governmental organizations, national organizations and space-related industries, participants in the Technical Forum, exhibitors and members of the press) will therefore need to register and/or obtain grounds passes at the registration counter. Members of official delegations who are already in possession of valid VIC grounds passes will not need additional identification badges; however, other participants who are already in possession of valid VIC grounds passes are requested to register in order to assist the executive secretariat in compiling the list of Conference participants.

In order to reduce the number of persons registering during peak times, Conference participants who are in a position to register prior to 18 July 1999 are kindly requested to do so.

The loss of a grounds pass must be reported immediately to security personnel.

The names of the members of the official delegations of Member States, organizations in the United Nations system, and international organizations having permanent observer status with the General Assembly or the Committee on the Peaceful Uses of Outer Space and other international organizations or bodies having received official invitations to the Conference should be communicated directly to the executive secretariat by their Governments or international organizations.

Delegations of States participating in the Conference are reminded that credentials of representatives to the Conference should be submitted to the executive secretariat, if possible not less than one week before the opening of the  Conference,  and  signed  either by the  Head  of  State or Government or by the Minister of Foreign Affairs. All other communications in this respect will be considered provisional credentials until such time as formal credentials are received by the executive secretariat.

As agreed by the Preparatory Committee, national organizations, including space-related industries, will be invited through their respective Governments to participate as observers in the Conference. Observers for those national organizations and industries should obtain registration forms from their ministries of foreign affairs (or the equivalent). Their completed forms should be returned to the executive secretariat through their Governments as soon as possible, no later than one week before the opening of the Conference.

Persons participating primarily in one or more activities of the Technical Forum (forums, panels, seminars, workshops etc.) or the Space Generation Forum should contact the coordinators of those activities to receive invitations. The contact addresses may be obtained from the Office for Outer Space Affairs or from its home page (http://www.un.or.at/ OOSA). Registration forms, together with invitations, will be provided by the coordinators. In order to avoid unnecessary delays in the registration, only one activity of the Technical Forum should be indicated on the registration form; however, all activities of the Technical Forum will be open to all registered participants of the Conference. Completed forms should be returned to the executive secretariat through the coordinators as soon as possible, no later than one week before the opening of the Conference.

Observers for non-governmental organizations and industries, participants in the Technical Forum and the Space Generation Forum and exhibitors may participate in all Technical Forum activities and the space exhibition. In addition, persons who are not members of official delegations may participate as observers in open intergovernmental meetings of the Conference, subject to the availability of seats in the meeting rooms.
