Mobilization for SIDS
The fifty-seventh
session of the UN General Assembly emphasized
the continuing need for the technical and financial
support of projects that were presented within
the context of the implementation of the Programme
of Action, inter alia, at the meeting
of representatives of donor countries and small
island developing States held in New York from
24 to 26 February 1999,
as well as the partnership initiatives presented
by small island developing States and their organizations
during the World Summit on Sustainable Development.
In February 1999, upon consultation between the
Department of Economic and Social Affairs, representatives
of the Alliance
of Small Island States (AOSIS) in New York,
and with organizations within the United Nations
system, a meeting of donors and small island developing
States (SIDS) was held as an effort to mobilize
additional external resources. At the meeting,
SIDS presented a portfolio of project documents
on priority projects under the programme areas
covered by the Programme of Action that demonstrably
cannot be implemented without the support of external
resources.

The
22nd Special Session of the United Nations General
Assembly, held in 1999, highlighted the need
for additional resources and called for concerted
efforts to support the full implementation of
the Programme of Action.
In 2001 and 2002, the Secretary-General Reports
acknowledged measures taken at international, regional, and national
level in the further implementation of the Programme of Action. The
relevant organs and agencies of the United Nations system and the
regional commission and organizations have engaged in assisting SIDS in
their efforts to deal with globalization and trade liberalization,
information and communication technologies, vulnerability index,
biological diversity, natural and environmental disasters, climate
change, coastal and marine resources, freshwater resources, transport
and communication, land resources, tourism resources, and energy
resources.

The World Summit on Sustainable Development, held
in Johannesburg in September 2002, created new
opportunities for small island developing States
in implementing the Programme of Action through
Type
II Partnership Initiatives. Some SIDS presented
their proposals in the areas of capacity building,
health, managing vulnerability and resilience
to natural disasters, governance, oceans, climate
change, energy, information and communication
technology, conservation of biodiversity, sustainable
tourism, land resources, marine and coastal resources,
sustainable community lifestyles, and sustainable
water management.
