Archive: Terms of Reference of the Inter-agency Committee on Sustainable Development (1993-2001)

The functions of the Inter-Agency Committee on Sustianable Development (IACSD) included:

  • to identify for the ACC overall policy issues, major gaps and constraints affecting United Nations system cooperation in the UNCED follow-up;
  • to formulate for the ACC recommendations to enhance the effectiveness of cooperation and coordination within the UN system in the implementation of Agenda 21;
  • to ensure clear system-wide division of labour, through optimal allocation and sharing of responsibilities and joint programming, in the implementation of Agenda 21 and the decisions of the Commission on Sustainable Development;
  • to monitor new and additional financing requirements of the UN system organizations related to Agenda 21;
  • to coordinate system-wide response to the work of the Commission on Sustainable Development.

To effectively implement these functions Task Managers have been appointed from the organizations of the United Nations system. Their responsibilities included  inter- agency coordination, catalyzing joint initiatives, identifying common strategies, preparing reports to the CSD and information exchange under specific thematic areas of Agenda 21, the Programme of Action for the Sustainable Development of Small Island Developing States (SIDS) and the work programme of the Commission on Sustainable Development.

Task Managers included: UN-DESA  - for matters related to consumption patterns, combating poverty, finance, transfer of environmentally sound technology and cooperation, role of major groups and decision making structures, energy (SIDS) and tourism (SIDS) in conjunction with the World Tourism Organization; UNCTAD - for trade and environment; UNFPA - for demographic dynamics; UNESCO - for science and education; UNDP - for capacity building; UNEP - for atmosphere, toxic chemicals, hazardous wastes, desertification and biodiversity; HABITAT - for human settlements and solid wastes; WHO - for health; FAO - for land management, forestry, sustainable mountain development and agriculture; UNIDO - for biotechnology; IAEA - for radioactive wastes; ACC Sub-Committee on Water Resources - for fresh water; ACC Sub-Committee on Oceans and Coastal Areas - for oceans and all kinds of seas; ICAO - for air transport (SIDS); UNDHA and WMO - for natural and environmental disasters (SIDS); IMO with UNCTAD - for maritime transport (SIDS); and ITU - for telecommunications (SIDS).
