   Commission on Sustainable Development (CSD)

ORGANIZATION OF WORK DURING THE 1999 MEETINGS OF THE CSD AND ITS AD HOC INTERSESSIONAL WORKING GROUPS1/

(Recommendations of the Bureau of the Commission and the Co-Chairs of the AHWG)

 1. As agreed earlier by the Bureau of the seventh session of the CSD, the meetings of the Ad Hoc Working Groups should be recognized as preparatory meetings for the Commission and should facilitate the Commission in achieving tangible, action-oriented results on each of the agenda items. The Chair and the Bureau of CSD7 are committed to the 1999 regular session of the CSD being a genuine dialogue. To assist in achieving that goal it was agreed that the work of the Ad Hoc Working Groups on the issues of Consumption and Production Patterns; Oceans and Seas; and Tourism and Sustainable Development would result in:

Co-Chairs summary, which will reflect the overall thrust of the discussion, the main positions stated by delegations and will record, when necessary, alternative views. These summaries will be the subject of a round of discussions in the AHWG but not negotiated and will be included as such in the report of the CSD as useful reference material outlining the state of international debate on a given issue.

Elements for a draft decision for future negotiations during the CSD. These papers should be as concise as possible. They will be studied by delegations/groups in the period between the AHWG and the CSD with a view to formulating their positions in preparation for negotiations in the Drafting Groups during the Commission’s session. The Chairman of the Commission will invite Ministers attending the High-Level Segment of the CSD to focus their statements on the proposals contained in the concise papers.

2. The Bureau felt that such an approach will allow the Commission to adopt shorter but action-oriented decisions with a focus on further work which needs to be done in specific areas under consideration.

3. It should be noted, however, that on the issues of the comprehensive review of progress achieved in the Implementation of the Barbados Programme of Action for the Sustainable Development of SIDS the seventh session of the CSD and its Ad Hoc Working Group act as preparatory bodies for the special session of the UN General Assembly and should result with a draft document for consideration and adoption by the Assembly. Accordingly, the format of the outcome of the Ad Hoc Working Group on the issue of SIDS should be different from the outcomes of other agenda items. 

4. Furthermore, in accordance with the Programme for the Further Implementation of Agenda 21, the Commission on Sustainable Development at its seventh session is expected to initiate the preparations for the ninth session of the CSD on issues related to energy. More specifically, the CSD should recommend a preparatory process which should "utilize an open-ended intergovernmental group of experts on energy and sustainable development to be held in conjunction with intersessional meetings of the eighth and ninth sessions of the CSD. While the 1999 meetings of the Ad hoc Groups do not have to result in any conclusive decisions on that matter, it would be useful to devote some time during one of the meetings to organize a briefing for delegations on preparations for the 2001 and to solicit preliminary views among the delegations, which would assist the Secretariat in formulating specific proposals for consideration during the seventh session of the CSD.

5. Suggested organization of work during the 1999 meetings of the CSD and its Ad Hoc Working Groups is outlined below.

        SEVENTH SESSION OF THE CSD (19-30 April 1999)

        Multi-Stakeholder Dialogue on Tourism and Sustainable Development

CSD7 will commence with a multi-stakeholder dialogue on Tourism and Sustainable Development. There will be active participation in this dialogue by representatives of all the major groups - industry, workers, NGOs and local authorities. It is important that there be geographic and gender balance in the delegations of major groups participating in the dialogue. To this end the Chair has invited countries to contribute funding to assist participants from major groups who need help with travel costs.

        High Level Segment (21-23 April)

The High Level Segment of CSD7 will be divided into 5 sessions as follows:

Wednesday 21 April (3.00-6.00 pm) - Consumption and Production Patterns

Thursday 22 April (10.00 am-1.00 pm and 3.00-6.00 pm) - Oceans and Seas

Friday 23 April (10 am - 1.00 pm) - Review of the Barbados Programme of Action

Friday 23 April (3.00-6.00 pm) - Tourism and Sustainable Development/CSD8/Energy

The sessions will be divided in two, with one half for statements and the other for interactive dialogue. The Chair would like Ministers to choose the theme which would be their main focus and register their interest in speaking in the session during which that theme will be considered. It is hoped this will provide a common theme to link ministerial addresses with the dialogue to follow.

The Chair has indicated he will give priority to Ministers over other delegation representatives in this assignment of speaking slots. A speakers list will operate for the statements, and 7 minutes will be allocated to each speaker. This will be strictly adhered to. Of course Ministers will have an additional opportunity to speak in the dialogue sessions. If the Chair is informed in advance of Ministers’ views on this he will guarantee that they will be given the opportunity to speak in the relevant dialogue session. Interventions during the dialogues will be limited to 2 minutes but, time permitting, Ministers will be able to speak more than once.

                    Participation of Ministers from UNDP Meeting

On 20 April there will be a Ministerial level meeting on the "Poverty and Environment Initiative" organized by UNDP. The Bureau has agreed that Ministers attending that meeting should be encouraged to attend at least part of the CSD High Level Segment and also the early morning informal ministerial meetings which Mr. Upton will chair. This will allow for "cross fertilisation" of ideas between Environment and Development Ministers and should increase the value of the discussion in the HLS.
