The
CSD-15
Policy Session completed the second thematic cycle in the
CSD
multi-year programme of work. Following the
CSD-14
Review Session, CSD-15 concentrated
on measures to speed up the implementation process and
mobilize action to overcome obstacles and constraints in
implementing Agenda 21, the Programme for the Further
Implementation of Agenda 21 and the Johannesburg Plan of
Implementation.
During CSD-15, more than 700 major groups
representatives from over
117 organizations
contributed to
the session through the following entry points:
- Monday 30 April: an
interactive discussion with
major groups addressed major groups’ proposals on
practical measures and actions relevant to the thematic
cluster of issues;
- Tuesday 1 and Wednesday 2 May: major
groups participated throughout interactive discussions on the thematic issues;
- Wednesday 9 May: major groups'
representatives participated in two
Ministerial Roundtables, the first dealing with energy
for sustainable development and industrial development;
the second addressing air pollution/atmosphere and
climate change.
- Thursday 10 May: a
high-level interactive discussion with
Ministers outlined major groups’ aspirations and
priorities for action;
- Friday 11 May: major groups made closing statements.
Major groups prepared for CSD-15 by referring to
their
discussion papers submitted for the CSD-14 Review
Session, building upon their interactive participation
throughout CSD-14, and referencing the
CSD-14 outcomes.
Experts from major groups served as panelists in the
thematic discussions, and major groups’ representatives
participated in all thematic, regional and SIDS day
related discussions. Major groups also participated
actively in the CSD-15 Partnerships Fair and Learning
Centre, as well as in the many scheduled side events.
A total of 63 statements and interventions were made by
major groups, many of which can be found
here.
The CSD-15 Policy Session was preceded by an
Intergovernmental Preparatory Meeting (IPM), held in New
York from 26 February to 2 March.
During the CSD-15 Intergovernmental Preparatory
Meeting, the Bureau allocated several entry points in
the programme to consider the valuable contributions of
the major groups and their reporting and sharing of
possible actions to address the constrains and obstacles
in the process of implementation identified during the
review year. These included:
- An
interactive discussion
during which major
groups presented their
Priorities for Action
and outlined their views on policy options and possible
actions in relation to the four thematic issues
- Participation in interactive discussions on energy for sustainable development,
industrial development, air pollution/atmosphere and
climate change
In keeping with the practice established since CSD-11,
major groups have been given opportunities to speak
throughout interactive discussions, contributing a total
of 54 interventions, including providing comments to the
Chair's first draft negotiating document and making
closing remarks on the draft of the Chair's draft
negotiating document. Furthermore, major groups
participated actively in the
IPM’s Partnership Fair
and
in the side events.
