CSD-12 marked a new era of two-year implementation cycles, with the
first year focusing on review and the second on policy decisions. CSD-13
constituted the first Policy Session in the new two-year implementation
cycle of the CSD, and
built on the work undertaken during the
CSD-12 review year in
deciding on measures to speed up the implementation process and mobilize
action to overcome obstacles and constraints in implementing Agenda 21,
the Programme for the Further Implementation of Agenda 21 and the
Johannesburg Plan of Implementation.
CSD-13 was preceded by a week long
Intergovernmental Preparatory Meeting (IPM), characterized by an
integrated participation of major groups.
Major groups prepared their contributions to and participation in
CSD-13 by referring to last year's
discussion papers, to their
interactive participation throughout CSD-12 and to the
CSD-12
outcomes. Multi-stakeholder participation was characterized by several
entry
points; an almost complete record of their interventions can be found
