CESCR, General Comment no. 5 (Persons with disabilities),
para. 23: …[T]he
failure of Governments to ensure that modes of transportation are accessible
to persons with disabilities greatly reduces the chances of such persons finding
suitable, integrated jobs, taking advantage of educational and vocational training,
or commuting to facilities of all types. Indeed, the provision of access to
appropriate and, where necessary, specially tailored forms of transportation
is crucial to the realization by persons with disabilities of virtually all
the rights recognized in the Covenant.
CESCR, General Comment no. 14 (The right to the highest
attainable standard of health), para. 12: …[H]ealth facilities, goods and services must
be within safe physical reach for all sections of the population, especially
vulnerable or marginalized groups, such as (…) persons with disabilities
(…) Accessibility further includes adequate access to buildings for
persons with disabilities.
