Mr. GRIGORE OJOG, FIRST DEPUTY PRIME MINISTER THE FOURTH WORLD CONFERENCE ON WOMEN BEIJING, 4 - 15 SEPTEMBER 1995 MR CHAIRMAN, MRS. SECRETARY GENERAL OF THE CONFERENCE, HONORABLE AUDIENCE, On behalf of the delegation of the Republic of Moldova, first of all, I would like to extend deep respect and sincere thanks to the Government of the people's Republic of China and China Organizing Committee for the hospitality and excellent conditions created for holding the Conference at a high level. The delegation of the Republic of Moldova is firmly convinced that the work of the Fourth World Conference on Women will be an outstanding event in the history of human development, and especially for the destiny of women, the nicest and the wisest part of society. The very fact that delegations from 180 nations have gathered here proves the interest towards the status of women in the context of such burning issues as: poverty, education, health, violence, armed conflicts, structures of power, participation in decision making, mechanisms promoting women, human rights, environment and condition of women. The United Nations Organization attaches special attention to these problems, and through its activities it mobilizes the efforts of United Nations member-states with a view of raising the status of women, improving forms of using the entire potential of women, ways of creating equal conditions in activity of genders and partnership between man and woman. MR. CHAIRMAN, LADIES AND GENTLEMEN At present, the Republic of Moldova as well as other Central and East European States is passing through the period of transition to market economy and creation of law-governed state. New institutions and laws are being created and they are to guide us towards a democratic society, in the full sense of the word. The aims of the present Conference coincide with our efforts in drafting a plan of actions for the promotion of women and progress of society. Modification of the status of women in the society, respect for the acting legislation as well as the obligation of the State to meet its commitments on national and international levels on this subject contributed to the growth of influence and weight of women in our society. Thus, there are women in our Parliaments in the governing bodies of the Ministries local governments, private and state enterprises, editors-in-chief, school and high school masters. etc. Although the number is small at the moment the overall tendency proves to be increasing. Equal participation of women in all fields of social life is not a simple problem. A woman is a mother, wife and employee. She needs some conditions for combining with success these functions of family and society support. That is why certain mechanisms of "promotion" of women are needed. The woman alone, even endowed with exceptional qualities will not be able to overcome difficulties which she faces every day. In this sense, concrete measures aimed at improving the situation of women and creating favorable conditions for strengthening her in the society were taken. Therefore, the Parliament of the Republic passed the Law on Rights of Children, which endorses raising the prestige of the family and especially of women. Consequently, a comprehensive state Programme was designed to protect the rights of children and its third section contains measures of protecting the health of women, improving conditions of support as well as measures for education of children at state institutions, thus, women are given a real possibility to take an active part in everydays life. Non-governmental Organizations of women from Moldova, following the experience of the international movement of women favour optimum conditions and improvement of the status of women. In this context, in May this year upon the invitation of nongovernmental and social-politic organizations of women from Moldova and with the assistance of UNDP Office in Moldova Regional Conference on Women took place in Chisinau, at which the participants of I7 states from Central and Eastern Europe were present. As a result of the Conference a Plan of Action was drafted and approved and the Declaration was adopted which contains recommendations, concrete proposals and solutions for their realization. On the part of the Government of the Republic of Moldova I would like to express our sincere thanks to the United Nations Organisation, UNDP Office in Moldova for the financial support and the creation of optimum conditions of carrying out the work of the Chisinau Regional Conference. I would like to thank the Governments of States which participated at this Conference which turned out to be a serious preparatory stage for the Fourth World Conference on Women. LADIES AND GENTLEMEN, The end of the XX-th century is marked by cardinal national, regional and global transformations. Obviously, they affect human development, position of woman and her contribution to the society. I am convinced that practical implementation of the provisions of the documents approved by this International Conference will mark a new stage for the status of women, and this will produce an inevitable effect upon the future of the human community as a whole.
