STATEMENT OF G.M. SUKHANYAR
CHARGE D'AFFAIRES OF THE EMBASSY OF THE I. S. 0F AFGHANISTAN
AT THE PLENARY OF IV WORLD CONFERENCE ON WOMEN
BEIJING SEPTEMBER 4-15, 1995


Madam Chairperson,
Ladies and Gentlemen,

On behalf of my delegation, I would like to congratulate you as
chairperson of the IV UN Conference on Women. I would like to thank
thePeople's Republic of China for organizing this very significant
conference.

Chairperson,

Afghan Women Delegation are designated by the Government of the I. S. of
Afghanistan, but due to the technical problems of their flight, they are
not able to attend this important conference.

Afghanistan, which situated in the heart of Asia, is a country with long
history and ancient civilization, and an old member of UN and NAM and
OIC. In the previous three UN Conference on Women, Afghanisan sent its
delegations and participated actively.

The political, social and economic situation in our country was stable
before the 1979 Aggression by the former Soviet Union. At that time, we
had a lot of achievments in the economic projects and national
production. But since the year of 1979, all our economic, social and
political life have been destroyed.

During the 14 years of war against the foreign aggression, there are
about 1.5 million people killed, three million infured and disabled and
more than 5 million people turned to be refugees, among which, half are
women and children. Afghan people are peace loving people, they want
peace and hate war, which imposed on us by foreign aggression. During 14
years of jehad Afghan women have taken an active role, they provided food
for everybody and also defended the motherland against the foreign
aggression and encourage their brothers, sons to fight against enemies.

During the Jehad, the International Community assist us which we'll never
forget it. After the collapse of Soviet Union Communist System and after
the establishment of the Islamic State of Afghanistan in April 1992,
foreign countries and UN Organizations stopped or reduced
their aids to those homeless and disabled and poor Afghan people in
Pakistan, Iran and India and etc..

Chairperson, ladies and Gentlemen!

As the International Community is aware of the "Power Struggle" in
Afghanistan did not stop, but contrary increase. Since last year the
bloody power struggle which were carried by some elements traitors to
country and people, shelled thousands of deadly rocket on residence areas
and cities, even in Kabul, the capital of Afghanistan, thousands of
people injured or killed and more than half million people become
displaced and homeless. Peace-development and equality very impartent
things we need peace, we love peace and we hate war. We want to develop
our relations with all countries on the basis of the five principle of
peacefull co-existance.

Chairperson,

No more than 10 million mines (unexploded) still exist all over
Afghanistan. Everyday, hundreds of annocent peope, mostly children and
women died by rockets, mines or starve to death. In some part of our
country " people especially women and children face with famine. There is
no water, no food, no electricity even no home in the cold winter and hot
summer, generally there is no life.

Today, many part of our country seem dark of the thick smock of gun
powder instead of the voice of Azan for prayer you can see and hear the
voice of Alas and croan of wounded women and children and hungry people.
Instead of the smell of perfume, you smell blood and burning, instead of
lined for prayer, you see lined of deads. This is the tragedy situation
of Afghanistan.

Chairperson,

Afghanistan women and children are member of World Community, please do
not forget them. A famous Persian poet said, “Humen beings are member of
each other and members of one body, in the creation they formed by one
Essnce. If time bring pain for one part of this body, the other part will
not be quiet, if you didn't care to the sadness and sorrow of others, it
is not worthy calling you humen being".

Today, Afghan women and children face with difficulties and demand from
UN Organizations, friendly countries Non Government Organization Women
Associations, please don't forget Afghan women and children and restart
your assistance for them, the homeless, disabled women and children and
pay attention to Afghanistan Refugees in other countries and also the
refugees inside Afghanistan.

Countries like Afghanistan have suffered from war and conflicts have
great difficulties in taking care of their widows and children. UNHCR and
WFP and other organizations of UN have aware that Afghan refugees
specially women and children inside or outside Afghanistan lead a
miserable life. Recently, many countries and international organizations
stop or reduce their aids and assistances to refugees.

From this International tribune I addresses the whole world and demand
from international Communities to exert pressure to foreing countries to
stop intervention in the internal affairs of the I. S. of Afghanistan and
let Afghan pcople solve their own problems. And also hope to restart
assistance to Afghan women and children.

Chairperson,

If there is peace, everything will be solved. We want peace.
Thank you for your attention.
