Reporting on progress made on the Implementation of the Non-Legally Binding Instrument on all type of Forests (NLBI) and Achievement of the Global Objectives on Forests
In 2008, countries were invited to share their most recent national information on implementing the Non-Legally Binding Instrument on All Types of Forests (NLBI) and progress being made towards the achievement of the four Global Objectives on Forests, in advance of UNFF8 (New York, 20 April to 1 May 2009).
To facilitate the submission of information, the Secretariat developed a suggested format. Since this was the first account of progress since the adoption of the NLBI, the suggested format was introductory in nature. However, it was framed in keeping with the main monitoring, assessment and reporting tasks agreed in the UNFF multi-year programme of work.
The NLBI included 25 national policies and measures, and 19 action items related to international cooperation and means of implementation. Since reporting on such a large number of items could be unwieldy, these policies and measures were clustered under thirteen broad categories.
Non-quantitative information relating to the GOFs was also sought, such as description of any national measures, policies, and actions taken, keeping in mind that evaluation of progress would be conducted at the ninth and eleventh sessions of UNFF in 2011 and 2015.
Given that elements of the NLBI and the Global Objectives relate to the overall theme of UNFF 8: Forests in a Changing Environment, a special set of questions was included as Annex 1 of the suggested format.

Reports and Reponses by Regional and Sub-Regional Entities
The Forum's Multi-Year Programme (2007-2015) highlights the role of regional collaboration and partnerships in sustainable forest management, and invites relevant regional and subregional entities to address UNFF issues and agenda items. Furthermore, the Forum requests regional and subregional entities to submit concise summaries of their deliberations and requested the Secretary-General to prepare a report summarizing these submissions.
In 2008, to facilitate these regional and subregional inputs, the Secretariat prepared an information note highlighting issues for consideration related to the UNFF8 themes of "Forests in a Changing Environment" and "Means of Implementation". Organizations were also invited to provide information on experiences with regional and subregional level cooperation, partnership approaches and joint activities which contribute to the Forum's work.
