Meetings on “Capacity Building on Tax Treaty Negotiation and Administration”
Rome, Italy, 28-29 January 2013
The Financing for Development Office (FfDO) of UN-DESA and the International Tax Compact (ITC) jointly organized two parallel meetings on “Capacity Building on Tax Treaty Negotiation and Administration”. These meetings were part of a project, undertaken jointly by FfDO and ITC, aimed at strengthening the capacity of Ministries of Finance, National Tax Authorities and other competent authorities in developing countries to effectively identify and assess their needs in the area of tax treaty negotiation and administration. The meetings (1) identified the needs of developing countries in the area of tax treaty negotiation and administration; (2) took stock of the available capacity development tools at the disposal of developing countries; and (3) determined the actual skills gaps and challenges faced by developing countries in negotiating and administering their tax treaties.
Participants in this meeting were also invited to participate in the Seminar on “International Tax Cooperation for Financing Sustainable Development and the Role of the UN Model Double Taxation Convention between Developed and Developing Countries” (Rome, 30 January 2013).
