Preparatory Process of the Follow-up International Conference on Financing for Development to Review the Implementation of the Monterrey Consensus

In a letter of 10 January 2008 addressed to all States, the President of the General Assembly, Dr. Srgjan Kerim, emphasized the importance of a successful outcome to the Doha Review Conference and proposed a work programme for the preparatory process. The programme included review sessions on the thematic areas of the Monterrey Consensus and interactive hearings with representatives of civil society and the business sector, held at UN Headquarters in New York during the period from February to June 2008.

Third High-level Dialogue on Financing for Development

The third High-level Dialogue on Financing for Development was held on 23 and 24 October 2007 at UN Headquarters in New York, in compliance with GA resolution 61/191. In the same resolution, the General Assembly also decided that the modalities for holding the 2007 High-level Dialogue would be the same as those used in the 2005 High-level Dialogue, as described in General Assembly resolution 59/293 of 27 May 2005. This Dialogue had a special significance, as it was expected to make a major contribution to the preparation of the Follow-up International Conference on Financing for Development to Review the Implementation of the Monterrey Consensus, to be held in Doha, Qatar in the second half of 2008. Second High-level Dialogue on Financing for Development

The second High-level Dialogue on Financing for Development took place on 27 and 28 June 2005 in New York at UN Headquarters. The overall theme of the High-level Dialogue was "The Monterrey Consensus: status of implementation and tasks ahead". The first day of the Dialogue consisted of a formal meeting chaired by the President of the General Assembly, at which ministers and high-level officials were able to make formal statements. The second day was devoted to six interactive multi-stakeholder round tables followed by an informal interactive dialogue with the participation of all relevant stakeholders, including the business sector. The central theme of each of the round tables was an individual chapter of the Monterrey Consensus. The Dialogue has resulted in the summary by the President of the General Assembly of the High-level Dialogue on Financing for Development as an input to the preparatory process of the "2005 World Summit". First High-level Dialogue on Financing for Development

The first High-level Dialogue of the General Assembly on Financing for Development took place on 29-30 October 2003, at UN Headquarters in New York. Eight ministerial roundtables, each one with 3 slots  reserved for business sector participants, were held on the first day of the dialogue. On the second day, the business sector was given the historical opportunity to participate for the first time in an informal interactive policy dialogue of the General Assembly. The dialogue was preceded by half-day hearings with the business sector, a precis of which has been issued as an addendum (A/58/555/Add.2) to the official summary (A/58/555) of the President of the General Assembly.
