There are two key agencies responsible for coordinating sustainable development or Agenda 21 matters in Papua New Guinea:
(i) The National Planning Office;
(ii) The Department of Environment & Conservation

2. Membership/Composition/Chairperson:
Since the formulation of the National Sustainable Development Strategy (NSDS) for Papua New Guinea (PNG) in 1994, an interim NSDS Steering Committee was established, comprised of 18 members from Government, NGOs and the private sector. The Secretary of the Department of Environment & Conservation was appointed as the interim Chairman. The change of Government, at the end of 1994, led to a change of development priorities, hence a new policy direction and restructuring of the planning system in PNG. It is anticipated that the NSDS would operate under a new National Planning Office (NPO) as a Secretariat. The NPO organizational structure is currently being designed. The agencies listed below are therefore based on the past interim arrangements.

2a. List of ministries and agencies involved: Main Government Agencies: Department of Enviroment & Conservation; Department of the Prime Minister; National Planning Office; Department of Finance; Department of Fisheries; Department of Agriculture & Livestock; National Forestn Authority.

2b. Names of para-statal bodies and institutions involved, as well as participation of academic and private sectors:
University of Papua New Guinea representing the academic sector; Chamber of Commerce and Industry representing the private sector.

2c. Names of non-governmental organizations:
PNG Counceil of Churches representing the NGOs.

3. Mandate role of above mechanism/council:
In April 1994, the Government of PNG approved the establishment of a Steering Committee (or Commission) and a secretariat, to plan and coordinate development initiatives through a participatory process, and ensure implementation of five "Agenda for Action" identified by ajoint UN inter-agency mission as: enabling government, empowerment, job creation, viable village/rural development, and natural resources management. However, due to the restructuring of the planning system in PNG, these issues are likely to be the responsibility of the National Planning Office. The NSDS Secretariat is likely to have an advisory function in ensuring that sustainable development concepts/principles are integrated into economic development planning initiatives and policies.

As mentioned above, the organizational structure of the new National Planning Office is yet to be finalized. It is not known at this stage how the NSDS Secretariat would fit into the NPO strucuture.
