2. Membership/Composition/Chairperson:
As the issue of the Environment is multi-dimensional, a high-level Environment Protection Council has been constituted under the chairmanship of the Prime Minister and is represented by different ministers, chairman of the Natural Resources and Environment protection Committee of the House of Representatives, Member (Environment Affairs) of the National Planning Commission, vice-chancellor of the Royal Nepal Academy for Science and Technology, Chief Secretary and various individuals and institutions related to environment which will provide directives and coordinate the activities of different ministries and agencies. The Minister for Population and Environment is the Vice-Chairman of the Council. The secretariat of the Council has been the Ministry of Population and Environment. Arrangements have been made for the Council to have regular meetings.

Mandate role of above mechanism/council: The Environment Protection Council was established in October 1992 to promote and coordinate environmental activities; the Ministry of Population and Environment was established in September 1995 to also promote and coordinate the implementation of environment and sustainable development policy of the country. The actual implementation is in the hands of the government, public administration, industry, private sector as well as citizens. Therefore the role of the Ministry is to ensure the translation of policy and programs into action from various line agencies through developing regulatory and facilitative mechanisms. It shall also monitor the enforcement and compliance of other environmental requirements.
