(b) Advisory and Institutional Support Services Addressing Industrial Implications of Global and Regional Economic Agreements

Issues addressed Build-up of institutional capabilities for policy-making and implementation;
Facilitating the transition of ownership from public to private enterprise;
Strengthening the ability of private sector organizations to take part in policy design and implementation.
Objectives To advise the public sector on a policy environment which enables the private sector to lead the country ahead in investment, production and distribution. Since the interface between the concerned actors are sought by increasingly involving private entities in the design, implementation and review of policies. A considerable amount of industrial restructuring will be required, for which detailed (sub)sectoral as well as industrial and environmental standard assessments will be undertaken.
Results achieved (a) Policy advice and support to policy implementation/ promotion of business organizations; seminars on industrial economies; interactive policy formulation; diagnostic studies of changing skill requirements and training needs of human resources; restructuring of government agencies; policy support to regional development.

(b) Sectoral and subsectoral analyses of the impact of trade liberalization among member countries on patterns of industrial competitiveness; and advisory services supporting the harmonization of industrial and technology policies as well as industrial and environmental standards.
