The session was opened by the retiring Chair of the second session, His Excellency, Mr. Klaus Topfer (Germany), and a new Bureau was elected by acclamation, as follows

  • Chair: Mr. Henrique Brandao Cavalcanti (Brazil);
  • Vice-Chairs:
    • Mr. Henry Aryamanya-Mugisha (Uganda);
    • Mr. Magnus Johannesson (Iceland);
    • Mr. Takao Shibata (Japan); and
    • Mr. Yordan Uzunov (Bulgaria) - who also served as Rapporteur.
