The United Nations Public-Private Alliance for Rural Development (UNPPA) is the third in a series of innovations in recent years that allow for participation by a wider range of stakeholders in the concerns of the Economic and Social Council (ECOSOC), following the United Nations Information and Communications Technology (ICT) Task Force (2000), and the Advisory Group on African Countries Emerging from Conflict (2002). The United Nations Alliance is a concrete result of ECOSOC and its 2003 ECOSOC Ministerial Declaration. It serves as a way for the Council to have a direct impact on development programmes. It is a new vehicle for the conduct of the Council's multiple roles: encouraging economic and social advancement; promoting collaboration and cooperation; and reviewing the results of such efforts by the international community.

The UNPPA is derived from the 2003 ECOSOC's Ministerial Declaration which underlined the importance of alliances and partnerships among actors in different sectors for the promotion of integrated rural development. The Council approved Madagascar in 2004 and Dominican Republic in 2005 as its pilot countries.

By its resolution, E/2005/42, the Council further invited Member States, United Nations system organizations, Bretton Woods institutions, civil society, the private sector and other relevant stakeholders to support the programmes and activities of the United Nations Alliance in its mission to promote sustainable rural development, consistent with the General Assembly resolution 58/129 and other relevant resolutions and decisions of the Assembly and the Economic and Social Council.

Also the Council stated that activities of the funds, programmes and specialized agencies of the United Nations system at the country level in support of the UNPPA should take into account the implementation of the United Nations Development Assistance Framework.

Accelerated rural development is essential to reducing poverty and promoting better standards of life for much of the world’s population. The Millennium Development Goals (MDGs) cannot be achieved unless rural poverty is urgently reduced. National and international partnerships can be a powerful influence in helping to achieve these improvements. Pro-poor policies and practices by all stakeholders can help to promote economic and social well-being and at the same time generate profitable returns on investment. Results of this win-win approach will be brought to the attention of the international community through ECOSOC.

The United Nations Alliance networks with and builds upon a range of existing programmes and concerns. These include efforts by the Food and Agriculture Organization of the United Nations (FAO), the World Bank, United Nations Development Program (UNDP), International Fund for Agricultural Development (IFAD), United Nations Conference on Trade and Development (UNCTAD), International Labour Organization (ILO), the United Nations Global Compact, and the United Nations Department of Economic and Social Affairs (DESA). A number of business associations are also relevant, including the World Business Council for Sustainable Development, the International Chamber of Commerce, the Business Council for the United Nations, Rotary Clubs, and the World Agriculture Forum.
