Finance Management

Under delegated authority from the Controller, Finance Management provides comprehensive budget and finance management services to support the timely implementation of the Department's capacity development programme, including the acceptance of donor contributions and related funding agreements, issuance of budgetary allotments and all internal financial reports, certification of financial statements for donor reporting, and performing certifying officer functions on the utilization of the portfolio's funds. The capacity development portfolio consists of a range of projects including short-term activities funded under the Regular Programme of Technical Cooperation (RPTC) in response to request for advisory services and training; medium term projects between 3 - 4 years funded under the Development Account (DA), and short, medium and long term projects funded through extra-budgetary donor funding under bi-lateral and multi-lateral arrangements.

Finance Management develops, promulgates and maintains guidelines on financial policies and procedures related to DESA's capacity development programme, including project design.

Finance Management provides finance support to programmes which benefit other Departments throughout the UN Secretariat, including Offices away from Headquarters, such as the Associate Expert Programme and the Fellowship Programme.

Finance Mangement provides project management support to the United Nations Assistance to the Khmer Rouge Trials in Cambodia (UNAKRT) in Cambodia, a project under the authority of the Controller.
Finance Mangement, CDO acts as a central focal point in UNHQ and with Offices away from Headquarters on the financial policies and practices related to the implementation of capacity development projects under all funding types. In that role, the CDO is a member of the Controller's Task Force on Trust Fund Reform.
