Inflows of Official Development Assistance (ODA) and Foreign Direct Investment
(FDI)
resources continued to increase during 1994 and 1995 with many projects now being
operational and operating efficiently. During the first three years of the 1991-1995
five-year plan, Vietnam received very modest levels of ODA resources. Inflows of ODA were
limited to a few bilateral donors, UN organizations and NGOs providing mainly technical
and humanitarian assistance.
