Direction 6. Competitive Economy

Long-term visions - by 2015

Diversified and balanced economy
Developed small and medium size enterprises.
GDP - US$ 2,500 per capita a year.
Large-scale export based on recoverable resources and progressive technologies.
Developed tourist industry.

Medium-term objectives - by 2003

Provide high rate of economic growth 8-9% a year.
Large-scale reduction of black economy.
Improvement of tax system (introduction of tax on property, and so on)
Development of small and medium businesses on the basis of state support and international technical and financial assistance.
Achieve high level of independence in food and power supplies.
Attract direct foreign investments and effectively develop Free Economic Zones.
Implementation of power and resource saving programmes, development of renewable power resources.
Protection measures developed for the pharmaceutical industry.
Large-scale water exports
Development of infrastructure for international tourism .

Short-term actions - 1999

Stimulate development of small towns and restrain growth of big cities.
Improve the Tax Code.
Elaborate and improve the system of emergency measures of combatting the black economy.
Develop a Concept of Foreign Trade Relations for the long-term.
Develop and implement a system of measures against a perspective background and formulate a strategy of integration into the world economy.
Develop a programme of step-by-step transition to realistic electricity tariffs with reimbursements for lower income groups.
Stimulate development of banking, consulting and manufacturing infrastructure for the promotion of small and medium-size businesses including farms.
Stimulate job creation in rural areas.
Develop the National Land Code.
Develop a Concept and Programme of local raw materials and resource intensive and complete processing locally by 1999-2009.
Develop the National Programme of power and resource conservation.
Develop a Concept of the free economic zones (FEZ) system and draft a new version of the Law on FEZ.
