Summary Requests for Assistance from Regional and Subregional Organizations

(i) funding of a Regional Coordinator to assist Member States with the implementation process;
(ii) professional support to assist with the legislative drafting process in developing regulatory mechanisms to aid their compliance with Resolution 1540;
(iii) Regional Seminar on Domestic Export Controls.
SICA
(Date of Request: 15 January 2013)
The Central American Integration System (SICA) requests assistance to continue the financing of the position of a SICA 1540 Coordinator, which was established in October 2011, but due to insufficient funding, was temporarily suspended after one year of operation.
During the course of that year, the coordinator facilitated the sustainable implementation of resolution 1540 (2004) and worked with SICA Member States to:
a) Identify a national point of contact responsible for 1540 implementation;
b) Develop national interagency working groups to coordinate activities on a regional basis;
c) Promote regional working approaches as well as individual national implementation strategies with the possible technical support of international organizations;
d) Establish a strategic partnership with the Group of Experts of the 1540 Committee, the United Nations Offices for Disarmament Affairs (UNODA New York and Geneva), the Organization for the Prohibition of Chemical Weapons (OPCW) and the Organization of American States (OAS).
Continuing with the position of a SICA 1540 Coordinator would enable SICA to uphold this point contact with the 1540 Committee, thereby maintaining the momentum gained in the region.

Recognizing that the assistance of regional and sub regional organizations will be critical to full and effective implementation of Resolution 1540 (2004), the Central American Integration System (SICA) Secretariat has sent a request for assistance to the 1540 Committee, seeking to nominate a coordinator to provide a single point of contact between the 1540 Committee and SICA, to facilitate sustainable implementation of the Resolution by SICA member states.
