ORGANIZATIONAL STRUCTURE
The Office of Administration of Justice (OAJ) comprises:
- The Executive Director (Alayne Frankson-Wallace, based in New York)
- The Principal Registrar (Christian Rohde, based in New York)
- The Registry of the United Nations Dispute Tribunal (UNDT) (Registrar for Geneva: René Vargas; Registrar for Nairobi: Abena Kwakye-Berko; Registrar for New York: Isaac Endeley)
- The Registry of the United Nations Appeals Tribunal (UNAT) (Registrar: Juliet Johnson, based in New York)
- The Office of Staff Legal Assistance (OSLA) (Chief, Adeboye Adenuga, based in New York, with Legal Officers in New York, Geneva, Nairobi, Addis Ababa, Entebbe and Beirut)
CORE FUNCTIONS OF EACH ARE AS FOLLOWS
Ms. Alayne Frankson-Wallace (D2, GRULAC), EXECUTIVE DIRECTOR
The Executive Director of the OAJ is responsible for the management and administration of the OAJ, and for ensuring efficiency, transparency and accountability in the work of the Office. The OAJ provides substantive, technical and administrative support to the UN Dispute Tribunal and the UN Appeals Tribunal through their registries. OAJ also assist staff members and their representatives in pursuing claims and appeals through the Office of Staff Legal Assistance and provides assistance, as appropriate, to the Internal Justice Council.
Mr. Christian Rohde(D1, WEOG), PRINCIPAL REGISTRAR
The Principal Registrar, without prejudice to the authority of the judges in judicial matters, is accountable to the Executive Director and is responsible for overseeing the activities of the Registries of the UNDT and the Registry of the UNAT.
REGISTRY OF THE UNITED NATIONS DISPUTE TRIBUNAL (UNDT)
The UNDT has three Registries, located in Geneva, Nairobi and New York respectively. Each Registry is headed by a Registrar who is accountable to the Principal Registrar. Under the authority of the Principal Registrar, without prejudice to the authority of the judges of the UNDT in relation to judicial matters, each Registrar is responsible for the management and proper functioning of the Registry in the relevant duty station.
REGISTRY OF THE UNITED NATIONS APPEALS TRIBUNAL (UNAT)
The UNAT has a Registry located in New York. The Registry of the UNAT is headed by a Registrar who is accountable to the Principal Registrar. Under the authority of the Principal Registrar, without prejudice to the authority of the judges of the UNAT in relation to judicial matters, the Registrar of the Tribunal is responsible for the management and proper functioning of the Registry of the Tribunal.
OFFICE OF STAFF LEGAL ASSISTANCE (OSLA)
OSLA is headed by a Chief who, without prejudice to his or her responsibility to provide legal assistance to staff members in an independent and impartial manner, is accountable to the Executive Director. Under the authority of the Executive Director, the Chief is responsible for the management and proper functioning of the programme of legal assistance to staff members in the internal justice system, including in administrative, disciplinary and appellate proceedings before the UNDT and the UNAT.
