OFFICE OF THE UNDER-SECRETARY-GENERAL

Front Office

The Office of the Under-Secretary-General for Management (OUSG) supports the USG in the implementation of the Department’s priorities and tasks, in particular those related to management reform objectives.The Front Office monitors and coordinates departmental activities in order to streamline the work products of the offices within the Department; liaises with the host-country, non-governmental organizations and other external entities on management-related issues.

Executive Office (EO)

The Executive Office supports the USG and other DM managers in carrying out financial, personnel and general administrative responsibilities, including the formulation of the proposed programme budget and financial performance reports; certifying financial obligations and expenditures against funds allocated; ensuring compliance with UN policies and the Rules and Regulations and related administrative instructions in filling vacancies, promoting staff and other staff functions; liaising with other departments and offices on matters relating to personnel, financial and other services on behalf of the Department; and other administrative duties as assigned by the head of the Department.

Policy and Oversight Coordination Service (POCS)

POCS serves as the Secretariat's primary interlocutor with the oversight bodies (UN Board of Auditors, Office of Internal Oversight Services and the Joint Inspection Unit) as well as with the Independent Audit Advisory Committee; coordinates the Secretariat's response to oversight body reports and recommendations, follows up on implementation of recommendations, reports quarterly to the Management Committee on oversight-related issues, and prepares parliamentary documentation related to oversight body reports and recommendations; also responsible for the Secretariat-wide risk assessment and for providing methodological and substantive support for Enterprise Risk Management (ERM) to all Secretariat departments/offices and reporting thereon to the Management Committee.

Management Evaluation Unit (MEU)

MEU reviews contested administrative decisions to assess whether such decisions were made in accordance with the Organization’s applicable policies, rules and procedures, proposes appropriate remedies to the USG for Management in case of improper administrative decision(s) and, as appropriate, proposes alternative means of settling disputes between staff members and the Administration; makes recommendations to the USG for Management regarding any trends discerned in respect of the decision-making authority of managers.

Global Service Delivery Model Project Team (GSDM)

The Global Service Delivery Model (GSDM) Project team leads and coordinates the design and implementation of the global service delivery model for the United Nations Secretariat, including the related programme and budget proposals; Coordinates and oversees activities and work carried out by working groups and other offices related to the design and implementation of the global service delivery model.

Secretariat of the Fifth Committee (Administrative and Budgetary) of the General Assembly and of the Committee for Programme and Coordination (CPC)

The Secretariat provides substantive and technical services to the work of the Fifth Committee and the Committee for Programme and Coordination; planning and organizing activities and services related to sessions of the Committees, and advising the chairpersons of the Committees, Member states, and offices and units of the Secretariat in all matters relating to the work of the Committees.

Headquarters Committee on Contracts (HCC) and HQ Property Survey Board (HPSB)

The HCC reviews each acquisition process leading to the award of contracts valued above $1 million, to confirm that it adhered to the procurement principles of the Organization - fairness, integrity and transparency, effective international competition, best value for money and interest of the United Nations. The HPSB provides written advice with respect to disposal, loss, damage or other discrepancy involving UN property.

Headquarters Deployment Group (HDG)

The Headquarters Deployment Group (HDG) was established to support UNHQ and offices administered by UNHQ to deploy the ERP solution Umoja. Following the initial implementation of Umoja at HQ in November 2015, the HDG played a central role in the stabilization phase by providing one-on-one technical support to Umoja users, developing workarounds and coordinated all Umoja training at Headquarters.
