Review of the implementation of resolution 61/16 on “Strengthening of the Economic and Social Council”
Background
Resolution 61/16 on “Strengthening of the Economic and Social Council” mandates a review of the implementation of the resolution in the 65th session of the General Assembly. As a follow-up to the mandate of resolution 61/16, the President of the General Assembly has appointed H.E. Mr. Octavio Errázuriz, Permanent Representative of Chile to the United Nations, to serve as facilitator and to lead consultations on the review of the implementation of the resolution. The consultations process to review the implementation of resolution 61/16 will begin in January 2011.
Resolution 61/16 is a follow-up to paragraph 155 and 156 of the World Summit Outcome (resolution 60/1) which recognizes the need for a more effective Economic and Social Council (ECOSOC) as a principal body for coordination, policy review, policy dialogue and recommendations on issues of economic and social development.
The review of the implementation of resolution 61/16 will consider the extend ECOSOC has fulfilled the mandate of the resolution. The main elements of the resolution relate to the structure of the substantive session of ECOSOC, role of ECOSOC in promoting global dialogue on economic issues, the Development Co-operation Forum (DCF), the Annual Ministerial Review (AMR), ECOSOC and humanitarian emergencies, and ECOSOC and Peace Building Commission (PBC).
The report by the facilitator on the review of the implementation of resolution 61/16 on “Strengthening of the Economic and Social Council” is expected to be completed before the substantive session of ECOSOC 2011.
