Fourth United Nations Conference on the Least Developed Countries 30 May - 3 June 2011, Turkey

Intergovernmental Preparatory Committee

The Intergovernmental Preparatory Committee (IPC) is tasked to: undertake substantive preparations for the Conference, including a review of progress in the preparatory process for the Conference and its organization and a comprehensive appraisal of the implementation of the Programme of Action by the least developed countries and their development partners; identify effective international and domestic policies in the light of the outcome of the appraisal, as well as new and emerging challenges and opportunities and the means to address them; reaffirm the global commitment to addressing the special needs of the least developed countries; and mobilize additional international support measures and action in favour of the least developed countries. Pursuant to paragraph 5 of the General Assembly Resolution 64/213, the meeting of the IPC has been organized in two parts, each of five working days. The first session was held from 10 to 14 January 2011 and the second session was held from 4 April to 8 February 2011.

 

Second session - 4 to 8 April 2011

The second session of the Intergovernmental Preparatory Committee for the Fourth United Nations Conference on the Least Developed Countries took place from 4 to 8 April 2011 at United Nations Headquarters in
New York.

At the meeting participants were updated on the preparations for the Istanbul Summit especially on the status of the negotiations of an Outcome document, the results of the pre-conference events and other meetings and on the progress in the parliamentarian, civil society and private sector tracks.

Informal consultations
 
 
Open-ended informal consultations of the Intergovernmental Preparatory Committee on the outcome of the Fourth United Nations Conference on the Least Developed Countries are ongoing. Please refer to information in the UN Journal about exact times and venues.

First session - 10 to 14 January 2011

The first session of the Intergovernmental Preparatory Committee for the Fourth United Nations Conference on the Least Developed Countries was held from 10 to 14 January 2011 at United Nations Headquarters in New York, and started the formal negotiation process.

Organizational meeting - 17 December 2010

In accordance with
General Assembly resolution 64/213 of 21 December 2009, the Intergovernmental Preparatory Committee for the Fourth United Nations Conference on the Least Developed Countries held an organizational meeting on Friday 17 December 2010, from 10.00 a.m. to 1.00 p.m. in the ECOSOC Council Chamber (NLB), United Nations Headquarters in New York.  

During the meeting, the Committee elected its Chairman, H.E. Mr. Jarmo Viinanen, Permanent Representative of Finland to the UN, and nine vice-Chairs, as follows:

·  from the group of African States - Ambassadors Aman Hassen Bame (DPR Ethiopia) and Brian G. Bowler (PR Malawi);

·  from the group of Asian States - Ambassadors Abdulkalam Abdul Momen (PR Bangladesh) and Hardeep Singh Puri (PR India);

·  from the group of Eastern European States – Ms. Lilla Makkay, Director, International Development Cooperation and Humanitarian Assistance, Ministry of Foreign Affairs (Hungary) and Ambassador Andrej Logar, Head, Department of International Organizations, Ministry of Foreign Affairs (Slovenia);

·  from the group of Latin American and Caribbean States - Ambassadors Federico Alberto Cuello Camilo (PR Dominican Republic) and Léo Mérorés (PR Haiti);

·  and from the group of Western Europe and other States - Ambassador Gary Francis Quinlan (PR Australia).
