Ministerial Preparatory Meeting (16 - 17 June 2016)

In Preparation of the Sixth Tokyo International Conference on African Development (TICAD VI)

As one of the co-organizers of the Tokyo International Conference on African Development (TICAD), the Office of the Special Adviser on Africa (OSAA) organized the TICAD-VI Ministerial Preparatory Meeting in Banjul (Islamic Republic of the Gambia), from 16 to 17 June 2016.

Through six plenary sessions, TICAD-VI Ministerial Preparatory Meeting aimed to:

  • Review the implementation of the commitments made at the TICAD V in Yokohama in 2013;
  • Endorse the TICAD-VI Schedule and Agenda as well as its theme;
  • Gain further inputs from ministerial discussions on priority areas under three pillars, i.e.:
    • Promoting structural economic transformation through diversification and industrialization,
    • Promoting resilient health systems for quality of life, and
    • Promoting social stability for shared prosperity; take stock of the status of implementation of the Yokohama Action Plan 2013-2017.
  • Participants to the TICAD-VI Ministerial Preparatory Meeting, with co-organizers in the front: Mr. Maged Abdelaziz (OSAA), Mrs. Fatima Acyl (AUC), H.E. Mrs. Mahamat Nour (Chad, AU Chair), H.E. Mrs. Isatou Njie-Saidy (the Islamic Republic of The Gambia), H.E. Mr. Masakazu Hamachi (Japan), H.E. Mrs. Neneh Macdouall-Gaye (the Islamic Republic of The Gambia), Mr. Mar Dieye (UNDP), Ms. Louise Cord (World Bank).

  • On 15 June 2016, the day before the opening of the Ministerial Preparatory Meeting, Senior Officials met to discuss the outcome documents of TICAD VI and the proceedings of the Ministerial Preparatory Meeting.

About the Meeting

The TICAD-VI Ministerial Preparatory Meeting will comprise:

  • 15 June 2016: Preparatory Senior Officials Meeting
  • 16 June 2016:
    • Opening session
    • Plenary 1: TICAD-VI schedule and agenda, presentation of the outcome document, including the theme of TICAD-VI
    • Plenary 2: Promoting structural economic transformation through economic diversification and Industrialization
    • Planary 3: Promoting resilient health systems for quality of life
    • Plenary 4: Promoting social stability for shared prosperity
  • 17 June 2016:
    • Plenary 5: Follow-up of TICAD-V - Status of Implementation of the Yokohama Action Plan 2013-2017
    • Plenary 6: Discussion on the outcome document
    • Closing session

Mr. Maged Abdelaziz, Under-Secretary-General and Special Adviser on Africa, co-chaired the plenary sessions 3 and 4 with the World Bank. Additionally, he presented the Chapter XI “Consolidating Peace, Stability, Democracy and Good Governance” of the TICAD-V progress report at Plenary 5, along with the African Union Commission. Mr. Abdelaziz also made remarks at plenary 6 as a TICAD co-organizer.

Background

With over twenty years of history since 1993, Tokyo International Conference on African Development (TICAD) has pioneered global discussion and partnership for African development. Marking the 6th convening of TICAD at the Summit level, TICAD-VI will be held for the first time in Africa in August 2016, demonstrating the strong African ownership and deepening partnership among TICAD stakeholders.

Building on the discussion at the Senior Officials’ Meeting in Djibouti in March 2016, TICAD-VI Ministerial Preparatory Meeting was the critical step towards taking stock of the preparation process, gaining essential inputs from ministerial participants in the interactive and extensive discussions on key themes on socioeconomic development and peace and security in Africa, and setting the tone for the upcoming TICAD-VI summit.

The Sixth Tokyo International Conference on African Development (TICAD-VI) will be held from 27 to 28 August 2016 in Nairobi, Kenya.
