Final Review: United Nations New
Agenda for the Development of Africa Independent Panel of Eminent Personalities The Panel of Eminent Personalities on the Independent Evaluation of the United Nations New Agenda for the Development of Africa in the 1990s (UN-NADAF) was appointed by UN Secretary-General Kofi Annan in August 2001. He was acting in response a request by the General Assembly to commission an independent, high-level evaluation of UN-NADAF. The panel also was urged to recommend future actions and possible successor arrangements. In addition to the twelve members of the panel itself (see below), there was a team of four consultants. To solicit a wide range of views on UN-NADAF for preparation of the panel's report, those consultants interviewed 316 persons, during visits to 13 countries in Africa, three in Asia and one in Latin America, as well as to eight donor countries. Those interviewed included staff belonging to 14 UN entities and 15 non-governmental and inter-governmental organizations, including the European Union and the Organization for Economic Cooperation and Development.
