Background Information:
The United Nations has always promoted the equal and universal
rights of all people, regardless of race, sex, age, gender or nationality.
Unfortunately, for many years one group of people who did not enjoy
their rights to equal treatment were people with mental or physical
disabilities who were often ostracized, abused, and even placed
into mental institutions. Over the years however, there have been
major lobbying efforts to ensure that this group of people is also
able to attain the rights to which they are entitled as human beings.
On 13 December 2006, the United Nations Convention on the Rights
of People with Disabilities was adopted and opened for signature
on 30 March 2007. This Convention put in place a human rights mechanism
which would allow a broad categorization of persons with disabilities
and reaffirm the principle that all persons with all types of disabilities
must enjoy all human rights and fundamental freedoms. The Convention
also clarifies and qualifies how all categories of rights apply
to persons with disabilities and identifies areas where adaptations
have to be made to allow them to effectively exercise their rights.
It also recognizes where the rights of persons with disabilities
have been violated, and where protection of their rights must be
reinforced. One interesting example is the Millennium Development
Goals. Though these goals have been set for governments to achieve
by 2015, the disability community is concerned that they do not
explicitly see stated targets for their community. Yet it is clear
that the Millennium Development Goals cannot be achieved without
the full and effective inclusion of persons with disabilities and
their participation in all stages of the MDGs processes. It is therefore
essential to find points of entry in order to better integrate the
disabled community into the MDGs. This week’s Briefing will
look at the challenges in trying to mainstreaming disability in
the MDG process and what can be done to address this pertinent issue.
