                  RESOLUTION ADOPTED BY THE GENERAL ASSEMBLY

           [on the report of the Second Committee (A/50/618/Add.6)]


               50/110.  Report of the Governing Council of the
                        United Nations Environment Programme


      The General Assembly,

      Recalling its resolution 2997 (XXVII) of 15 December 1972, in
which it decided to establish the Governing Council of the United
Nations Environment Programme,

      Recalling also its resolution 47/191 of 22 December 1992, in
which it endorsed the recommendations on international institutional
arrangements to follow up the United Nations Conference on Environment
and Development, as contained in chapter 38 of Agenda 21,  1/ in
which, inter alia, the need for a strengthened role for the United
Nations Environment Programme and its Governing Council was stressed
and priority areas on which the Programme should concentrate were
elaborated, 

      Having considered the report of the Governing Council of the
United Nations Environment Programme on its eighteenth session,  2/
the report of the Secretary-General on the strengthening of the
Programme,  3/ the note by the Secretary-General on the activities
of the Programme in environmental monitoring,  4/ and the note by
the Secretary-General on international conventions and protocols in
the field of the environment,  5/

      1.    Endorses the report of the Governing Council of the United
Nations Environment Programme on its eighteenth session 2/ and the
decisions contained therein;  6/

      2.    Recognizes, in particular, Governing Council decisions 18/1
on the role and priorities of the United Nations Environment
Programme, 18/5 on the in-depth evaluation of the programme on
environment and 18/7 on environment and sustainable development, all
of 26 May 1995, and decision 18/10 of 25 May 1995 on good
environmental housekeeping within the United Nations system; 6/

      3.    Requests the Governing Council to prepare a report on the
role and activities of the United Nations Environment Programme in the
implementation of Agenda 21, in accordance with its mandate, and to
submit that report to the General Assembly at its special session on
the overall review and appraisal of the implementation of Agenda 21;

      4.    Notes the importance of sufficient and timely contributions
to the Environment Fund, and calls upon Governments to make
contributions in a timely fashion in order to allow for the full and
effective implementation of the work programmes;

      5.    Welcomes the efforts of the United Nations Environment
Programme to promote maximum and cost-effective utilization of the
conference facilities at its headquarters at Nairobi, and calls upon
Governments and relevant intergovernmental bodies to support such
efforts to ensure optimum utilization of the capacity of all United
Nations conference facilities;

      6.    Requests the Secretary-General to inform the General
Assembly at its fifty-second session on the implementation of the
present resolution.
