                     OVERALL REVIEW AND APPRAISAL OF AGENDA 21

                         Note by the Secretary-General


1.   Pursuant to the various provisions of General Assembly resolutions
50/113 of 20 December 1995 and 51/181 of 16 December 1996, the
following documents, which have been issued for the consideration of
the Commission on Sustainable Development acting as the preparatory
body for the special session of the Assembly devoted to an overall
review and appraisal of Agenda 21, are hereby transmitted to the
Assembly at its nineteenth special session:

     (a) E/CN.17/1997/2 and Add.1-31:  report of the Secretary-General
on overall progress achieved since the United Nations Conference on
Environment and Development;

     (b) E/CN.17/1997/3 and Corr.1:  report of the Secretary-General
on global change and sustainable development:  critical trends;

     (c) E/CN.17/1997/4:  report of the Secretary-General on an
assessment of activities that pose a major threat to the environment;

     (d) E/CN.17/1997/5:  report of the Secretary-General on an
assessment of progress in the implementation of Agenda 21 at the
national level;

     (e) E/CN.17/1997/6:  report of the Secretary-General on proposals
for the streamlining of requests for national reporting;

     (f) E/CN.17/1997/7 and Corr.1:  report of the Secretary-General
on an inventory of ongoing energy-related programmes and activities of
entities within the United Nations system, on coordination of such
activities and on arrangements needed to foster the linkage between
energy and sustainable development within the system;

     (g) E/CN.17/1997/8:  report of the Secretary-General on the Rio
Declaration on Environment and Development:  application and
implementation;

     (h) E/CN.17/1997/9:  report of the Secretary-General on a
comprehensive assessment of the freshwater resources of the world;

     (i) E/CN.17/1997/11:  note by the Secretary-General transmitting
the report of the Executive Secretary of the Convention on Biological
Diversity on the implementation of that Convention;

     (j) E/CN.17/1997/14:  report of the Secretary-General on the
implementation of the Programme of Action for the Sustainable
Development of Small Island Developing States;

     (k) E/CN.17/1997/15:  note verbale dated 11 February 1997 from
the Permanent Representative of the Netherlands to the United Nations
addressed to the Secretary-General;

     (l) E/CN.17/1997/16:  letter dated 29 January 1997 from the
Permanent Representative of Austria to the United Nations addressed to
the Secretary-General;

     (m) E/CN.17/1997/18:  note verbale dated 18 February 1997 from
the Permanent Representative of the Netherlands to the United Nations
addressed to the Secretary-General;

     (n) E/CN.17/1997/19:  letter dated 18 February 1997 from the
Permanent Representatives of Brazil and Norway to the United Nations
addressed to the Secretary-General;

     (o) E/CN.17/1997/21:  note by the Secretary-General transmitting
the contribution of the Conference of the Parties to the United
Nations Framework Convention on Climate Change;

     (p) E/CN.17/1997/23:  letter dated 1 April 1997 from the
Chairperson of the Commission on the Status of Women to the Chairman
of the Commission on Sustainable Development;

     (q) E/CN.17/1997/24:  letter dated 21 April 1997 from the
Permanent Representative of Belarus addressed to the
Secretary-General.

2.   Those documents will be before the General Assembly for its
consideration at the nineteenth special session.
