                   REPORT OF THE ECONOMIC AND SOCIAL COUNCIL

                         Report of the Third Committee

                               I.  INTRODUCTION

1.   At its 3rd plenary meeting, on 20 September 1996, the General
Assembly, on the recommendation of the General Committee, decided to
include in the agenda of its fifty-first session the item entitled
"Report of the Economic and Social Council".

2.   At the same meeting, the General Assembly decided to allocate to
the Third Committee chapters of the report of the Economic and Social
Council (A/51/3 (Parts I, II and III)) 1/ that were to be considered
under the relevant items of the agenda (see A/C.3/51/1).

3.   The Third Committee considered the item at its 57th meeting, on
29 November 1996.  An account of the Committee's discussion is
contained in the summary record of the meeting (A/C.3/51/SR.57).

4.   For its consideration of the item, the Committee had before it the
report of the Economic and Social Council for the year 1996 (A/51/3
(Parts I, II and III)).


                        II.  CONSIDERATION OF PROPOSALS

        A.  Organization of work of the Third Committee and draft biennial
            programme of work of the Committee for 1997-1998

5.   At the 57th meeting, on 29 November, the representative of the
Department for Policy Coordination and Sustainable Development
introduced the note by the Secretariat (A/C.3/51/L.72) entitled
"Organization of work of the Third Committee and draft biennial
programme of work of the Committee for 1997-1998" (see
A/C.3/51/SR.57).

6.   At the same meeting, statements were made and questions raised by
the representatives of El Salvador, Peru, the Philippines, Costa Rica
(on behalf of the States Members of the United Nations that are
members of the Group of 77 and China), Ireland (on behalf of the
States Members of the United Nations that are members of the European
Union), Morocco, the United States of America, the Sudan, Namibia, the
Netherlands, China, Australia, Norway, Nigeria, Zambia, Ghana, France
and the Islamic Republic of Iran.  The Secretary of the Committee and
the representative of the Department for Policy Coordination and
Sustainable Development responded to the questions raised.

7.   With regard to the topic "Culture of peace", it was noted that, in
accordance with draft resolution A/C.3/51/L.60, as recommended by the
Committee, consideration of the question should continue at the fifty-
second session under the appropriate agenda item.  Several delegations
indicated that it was their intention to recommend that the Assembly
at its fifty-second session consider the topic and the report of the
Secretary-General requested in the draft resolution under a separate
agenda item.  Divergent views were expressed during the discussion of
the question.

8.   Also at the 57th meeting, the Committee decided to request that
the Secretary-General submit to the Assembly at its fifty-second
session a report on the activities of the International Decade of the
World's Indigenous People under the appropriate agenda item (see
para. 12, draft decision I).

9.   At the same meeting, the Committee expressed its deep concern
about the lateness of documentation and, in particular, the documents
emanating from the Centre for Human Rights of the Secretariat.  It
emphasized that timely distribution of documents in all official
languages should be scrupulously observed, and recalled that
pre-session documentation should be issued, in accordance with the
directives of the Assembly, no less than six weeks before meetings.

10.  At the same meeting, the Committee approved the organization of
work and draft biennial programme of work for 1997-1998, as orally
revised (see para. 12, draft decision II).


                 B.  Report of the Economic and Social Council

11.  At the 57th meeting, on 29 November, on the proposal of the
Chairperson, the Committee decided to recommend to the General
Assembly that it take note of the relevant chapters of the report of
the Economic and Social Council (see para. 12, draft decision III).


                 III.  RECOMMENDATIONS OF THE THIRD COMMITTEE

12.  The Third Committee recommends to the General Assembly the
adoption of the following draft decisions:


                               DRAFT DECISION I

     The General Assembly, recalling its resolution 49/214 of
23 December 1994 on the International Decade of the World's Indigenous
People, requests the Secretary-General to submit to it at its fifty-
second session a report on the programme of activities of the Decade,
under the appropriate agenda item.


                               DRAFT DECISION II

     The General Assembly, pursuant to its resolutions 45/175 of
18 December 1990, 46/140 of 17 December 1991 and 50/227 of
24 May 1996, approves the organization of work of the Third Committee
and the biennial programme of work of the Committee for 1997-1998, as
contained in annexes I and II to the present decision.


                                    ANNEX I

                  Organization of work of the Third Committee

              A.  GUIDELINES CONCERNING TIME LIMITS OF STATEMENTS

1.   In accordance with rule 106 of the rules of procedure of the
General Assembly and paragraph 22 of decision 34/401 on the
rationalization of the procedures and organization of the General
Assembly, at the beginning of each session, the Chairman of the Third
Committee should propose to the Committee the limitation of the time
to be allowed to speakers.

2.   Further to General Assembly resolutions 45/175 of
18 December 1990, 46/140 of 17 December 1991 and 50/227 of
24 May 1996, on the rationalization of work of the Third Committee,
statements made by individual delegations and by members of the United
Nations Secretariat, specialized agencies and others on single agenda
items or sub-items should not exceed seven minutes; statements made by
individual delegations on more than one agenda item or sub-item should
not exceed 10 minutes; and statements on behalf of groups of
delegations should not exceed 15 minutes, unless decided otherwise by
the Committee at the beginning of the session.  Statements on the
agenda item entitled "Human rights" (sub-items (b), (c), (d) and (e))
should be limited as follows:  (a) statements given on one sub-item
would be limited to seven minutes; (b) statements on two sub-items
would be limited to 10 minutes; (c) statements by individual
delegations on all four sub-items would be limited to 15 minutes; and
(d) statements by groups of delegations on the item as a whole would
be limited to 25 minutes.  These time limits will be applied with a
degree of flexibility towards all speakers.


                    B.  TIMELY CIRCULATION OF DOCUMENTATION

3.   In this connection, it is important to emphasize the necessity of
the timely distribution of documentation in all official languages of
the United Nations in accordance with the rules of procedure of the
General Assembly.  The unavailability of documentation in all official
languages and its late circulation to members of the Third Committee
severely hampers the smooth running of the Committee's programme of
work.


         C.  DRAFT RESOLUTIONS ON REPORTS OF TREATY BODIES AND REPORTS
             OF THE SECRETARY-GENERAL ON THE STATUS OF THE TREATIES

4.   Reports of all treaty bodies will be submitted to the General
Assembly in accordance with their respective legislative mandates. 
Substantive resolutions on those reports should be adopted biennially,
in accordance with the programme of work of the Third Committee. 
Where possible, it is recommended that separate draft resolutions on
the status of the treaties should not be submitted but should be
incorporated in the draft resolution relating to the report of the
treaty body.  In alternate years, the Committee should simply take
note of the reports unless more substantive action is deemed
appropriate.


          D.  DRAFT PROPOSALS EMANATING FROM SUBSIDIARY ORGANS OF THE
              ECONOMIC AND SOCIAL COUNCIL                        

5.   The Economic and Social Council, in transmitting draft proposals
to the General Assembly, should, to the extent possible, bear in mind
the programme of work of the Third Committee.


                             E.  PROGRAMME OF WORK

6.   An informal meeting of the Third Committee should be held
immediately after the election of the members of its Bureau in order
to consider the programme of work of the Committee based on a draft to
be prepared by the Secretariat and to consider other organizational
aspects relating to the Committee's work, especially the status of
documentation.

7.   The items allocated to the Third Committee for consideration
during the fifty-second session of the General Assembly should be
taken up in the following order:

     Item 2.   Social development, including questions relating to the
               world social situation and to youth, ageing, disabled
               persons and the family

     Item 3.   Crime prevention and criminal justice

     Item 4.   International drug control

     Item 5.   Advancement of women

     Item 6.   Implementation of the outcome of the Fourth World

8.   This arrangement may be reviewed at the organizational meeting of
the Third Committee, in particular in the light of the status of
documentation at that time.


              F.  PREPARATION AND SUBMISSION OF DRAFT RESOLUTIONS

9.   In drawing up draft resolutions, delegations are requested to
adhere to the programme of work of the Third Committee reproduced
below.

10.  Delegations are invited to take into account the general
guidelines agreed upon in General Assembly resolutions 45/175 and
46/140 regarding the submission of proposals and as set out below: 5/
